Les planteurs de cacao se montrent impatient face aux difficultés de vente de leurs récoltes. Le syndicat national agricole pour le progrès en Côte d’Ivoire (SYNAPCI), annonce avoir entamé une grève illimitée depuis ce mercredi pour dénoncer une situation de blocage qui touche la filière depuis trois mois.
Le fait est que depuis un an, le cours du cacao est sur une tendance baissière avec la chute de 25% des cours selon la Banque mondiale. Une évolution en contradiction avec la décision du gouvernement ivoirien de relever le prix d’achat au planteur à 1 100 francs CFA (1,67 euros) le kilogramme octobre.
Déjà en novembre dernier, le Conseil café cacao (CCC, organe public en charge de la filière) avait suspendu son mécanisme de vente par anticipation pour tenir compte de cette donne dans l’espoir de voir une remontée des cours. Une hausse qui se fait attendre. A la bourse de Londres, la tonne de fèves s’échangeait à 1 602 livres sterling ce 16 février alors qu’elle s’était affaissée à 2 000 livres le 10 novembre après avoir frôlé les 2 300 livres début octobre dernier.
Cette chute en rapport avec le maintien des prix d’achat aux paysans a enrhumé toute la filière avec la fonte des marges des exportateurs qui peinent à poursuivre à la fois les opérations d’achat et de vente à l’extérieur. En début de semaine, l’agence Bloomberg évoquait même un défaut de paiement sur 350 000 tonnes de fèves (un niveau revu à la baisse depuis).
La conséquence est perceptible avec l’image de centaines de poids lourds en attente d’être déchargés dans les entrepôts tout aussi plein des ports d’Abidjan et San Pedro. Une situation dont les répercussions touchent les paysans qui ne savent que faire de leurs fèves. « Personne ne vient acheter. Aujourd’hui, ceux qui viennent acheter proposent 600 FCFA pendant que l’Etat a fixé le prix du cacao à 1100 CFA garantis… voilà le problème », a confié à RFI Moussa Koné, président du SYNAPCI. « Ce que nous demandons, c’est que ce fameux fonds soit débloqué pour sauver la campagne » a-t-il réclamé.
Le fonds de stabilisation, la bouée de sauvetage ?
Les autorités excluent pour l’heure tout ajustement à la baisse du prix d’achat aux producteurs pour tenir compte de l’effondrement des cours. Pour sortir de ce engrenage, il ne reste plus que le fonds de stabilisation et le fonds de réserve, constitués à partir de prélèvements sur la filière, qui devraient permettre de compenser le manque à gagner des exportateurs et relancer les exportations. Une option en cours d’exécution dont les effets se font attendre.
Par ailleurs les acteurs s’inquiètent de l’état des fèves, aussi bien au niveau des camions en stationnement que des paysans du fait de l’humidité avec l’arrivée des pluies. Et en pareil situation, leur valeur marchande devraient encore s’effriter et donner des sueurs froides à toute la filière.
Le gouvernement tente de rassurer
Le gouvernement ivoirien qui avait mis en avant une hausse inattendue de la production de cacao de 100 000 tonnes en fin d’année du fait d’une pluviométrie meilleure que prévue pour expliquer l’engorgement dans les ports, préfère se féliciter de l’«amélioration générale de la situation de commercialisation ».
Le communiqué du conseil des ministres de ce 15 février notait « avec satisfaction que depuis le 9 janvier 2017, les embarquements ont connu une hausse moyenne de 14% par semaine et à fin février, l’on pourrait observer une hausse des exportations de l’ordre de 33% comparativement au mois de janvier 2017 ». « Au niveau des ports, poursuit le texte, les dispositions ont été prises pour accorder la priorité aux opérations d’exportation du cacao », la principale source de devises du pays.
Le pays devrait donc pouvoir trouver une issue heureuse à la situation mais, dans ce contexte, les regards sont déjà tournés vers la prochaine campagne qui doit s’ouvrir en octobre prochain. Et les analystes tablent sur des prévisions de meilleures récoltes en Amérique Latine notamment et anticipe une baisse durable des cours.
La Côte d’Ivoire qui avait surfer sur la hausse des prix ces dernières années, avait franchi la barre « historique » de 1000 FCFA le kilogramme en 2015 comme prix d’achat bord champ. Le vent semble tourner pour une économie qui reste «vulnérable» malgré ses bonnes performances.
