Libreville, February 20, 2026 – The credibility of a state or organization is no longer proclaimed: it is measured. This is the central message conveyed during the 5th edition of the Global Master Class, a pan-African initiative launched five years ago by Global Mind Consulting to structure high-level strategic reflection spaces on the transformation challenges of the continent.
Organized on February 17, 2026 in Libreville, this edition, carried out in partnership with the firm Homme & Development, was held in the presence of H.E. Mr. Mark Alexandre Doumba, Minister of Digital Economy, Digitalization, and Innovation.
In front of more than 50 public and private decision-makers, regulators, and international experts, the minister stated, during the opening talk led by Seynabou Dia Sall, CEO and founder of Global Mind Consulting: “Data profoundly transforms the way the state decides, manages, and reports. This is also where public credibility is at stake.”
In a context marked by the rise of international rankings, financial ratings, and increased transparency requirements, the discussions highlighted that strategic mastery of indicators is now a key factor of attractiveness, resilience, and competitiveness for African economies.
Data, a new instrument of decision-making power
Beyond the technical dimension, the debates highlighted a strategic reality: data now structures performance, trust, and influence.
“In the era of facts, it is no longer speeches that define the credibility of a country or organization, but the indicators circulating about them,” said Seynabou Dia Sall. “Taking back control over their interpretation has become a strategic imperative.”
Aïssatou Mar Fall, director of Kantar Francophone Africa, emphasized the importance of a data culture integrated into strategic management: “The value of data does not lie in its volume, but in its ability to guide measurable and informed decisions.”
On his part, Richard Bouckat Bou Nziengui, CEO of Homme & Development, recalled that transformation also involves management: “Converting information into operational indicators allows performance to be firmly anchored in the daily life of organizations.”
Infrastructures, regulation, and reliability: three structuring levers
The round table bringing together representatives of ARCEP Gabon, Forvis Mazars Gabon, and INFRACOM highlighted three major priorities:
– Strengthening digital infrastructures;
– Balanced regulation fostering both trust and innovation;
– Data reliability, in order to limit financial and reputational risks.

Since its launch five years ago, the Global Master Class has established itself as a pan-African strategic space dedicated to governance, leadership, and transformation.
This 5th edition confirms a clear ambition: to contribute to the emergence of a decision-making culture based on evidence, impact measurement, and measurable performance.
In an environment where access to international financing, country risk ratings, and investor confidence increasingly rely on tangible indicators, data governance appears as a catalyst for sovereignty and competitiveness for African economies.
