Tout comme la France et l’Allemagne n’échappent pas à la comparaison de leurs politiques économiques et sanitaires, Au Maghreb, le Maroc et l’Algérie, deux puissances économiques en devenir, sont souvent opposés dans leurs approches de la gestion de la pandémie covid -19. La question est sensible comme le montre la polémique suscitée par les propos Dr Matshidiso Moeti, directrice régionale de I’OMS pour l’Afrique, qui lors d’une conférence de presse, a classé l’Algérie parmi les trois pays d’Afrique à incidence élevée.
En réponse à ce qui est qualifié de « faute lourde », le Comité scientifique algérien en charge de la pandémie, a «démenti en bloc les conclusions de la directrice régionale», qualifiant sa position de «dépassement de ses prérogatives, qui pourrait être mû par des considérations sélectives, rejetées dans le fond et en la forme». A noter que le Maroc ne fait pas partie de la division Afrique de l’OMS mais plutôt de la de la Région OMS de la Méditerranée orientale.
Des chiffres qui parlent
Les deux pays présentent des statistiques qui dénotent d’une situation quasi-similaire quoique avec un taux de mortalité plus élevée chez l’un. L’Algérie comptait au 16 juin environ 11 031 cas positifs au covid-19 dont 777 décès. Le Maroc, lui, en était à 8 885 cas positifs dont 212 morts.
Peuplés respectivement de 42 millions et 36 millions d’habitants, l’Algérie et le Maroc ont très tôt mis en place des mesures de restriction financées par les réserves accumulées grâce à la manne pétrolière chez l’un et par le produit des exportations de phosphates, de biens et de services chez l’autre. Le royaume chérifien a décrété le confinement général le 17 mars, son voisin de l’Est préférant isoler d’abord Blida, épicentre de l’épidémie , avant d’étendre le confinement à quatre wilayas.
L’approche du déconfinement est tout aussi différent entre les deux nations, Alger ayant décidé maintenir le confinement partiel tout en allégeant le couvre-feu dans la plus grande partie du pays alors que le Maroc a repoussé la levée des restrictions au 10 juillet prochain. En Algérie, le confinement partiel à domicile reste ainsi obligatoire dans 29 des 48 wilayas (préfectures) du pays dont celle d’Alger. Au Maroc, le pays est divisé en deux zones, la première représentant les grandes villes, maintenues en situation de confinement ,et le reste du pays constitué de localités rurales, complètement déconfinées.
Les deux pays ont adopté la même approche sanitaire en réquisitionnant la chloroquine produite localement, en réactivant des sites de production et en se mettant en phase avec le professeur Didier Raoult. Contre 0,28 euros (40 dinars) l’on peut se procurer un masque (port obligatoire depuis le 24 mai) en Algérie. Le pays vise 10 millions d’unités par mois en comptant sur 75 000 artisans et femmes au foyer. Au Maroc, le masque, également obligatoire, est cédé à 0,2 euros. Le royaume qui est passé rapidement à plus de 5 millions d’unités est positionné sur l’export vers l’Europe et l’Afrique. Ainsi, 8 millions de masques et 30 000 litres de gels ont été convoyés à 15 « pays amis » de l’autre côté du Sahara.
Et l’Algérie et le Maroc ont adopté des mesures de soutien au secteur privé et aux populations démunies. Le Maroc a mis en place un fonds spécial Covid-19 doté de près de 3 milliard d’euros, financé par l’Etat et le secteur privé. L’Algérie en a fait de même, en venant en soutient direct à sa population.
Alors que l’Algérie, fidèle à sa ligne directrice, refuse de faire appel au FMI, préférant ponctionner de 50% le budget de fonctionnement de l’Etat, le Maroc a pour la première fois sollicité une ligne de précaution et de liquidités du fonds monétaire international à hauteur de 3 milliards de dollars.
Selon des prévisions du FMI, l’Algérie devrait connaître une récession de 5,2% en 2020. Le Maroc devrait quant à lui connaître en 2020 sa pire récession depuis 1996, avec une contraction de plus de 5% de son PIB, du fait de la pandémie de Covid-19 mais aussi d’un faible rendement agricole, a annoncé, le 16 juin, la Banque centrale du royaume. Sur le marché du travail, la Banque centrale marocaine, s’appuyant sur une enquête du Haut-commissariat au plan (HCP), a par ailleurs fait état d’une destruction de près de «726.000 postes, soit 20% de la main-d’œuvre des entreprises organisées». En Algérie, le taux de chômage est passé de 15 à 27%, ouvrant la porte, tout comme au Maroc, à des politiques économiques de relance fondées sur l’emploi.

Arrêtez vos bobards ,l’Algérie et le Maroc deux puissance économiques. Non cessez de brosser aux Algériens.Seul le royaume de M6 est la puissance économique.Devant le maroc , l’Algérie est un minus qui cherche l’ouverture des frontières pour envoyer ses citoyens à trouver un boulot dans ce pays O combien développé .Arrêtez votre hypocrisie.
A Silver: la bassesse marocaine dans toute sa splendeur: arrogance et fatuité du coq sur son tas de fumier. Et l’inversion accusatoire habituelle: c’est le roi du maroc qui harcèle l’Algérie tous les trois mois pour mendier l’ouverture de la frontière à ses chômeurs et à sa drogue, et ne parlons pas des prostituées marocaines qui s’exportent dans le monde entier. Des centaines de milliers de marocains travaillent en Algérie pour nourrir leur familles comme au temps de l’Algérie française alors que les Algériens au maroc ne sont que quelques milliers, que des cadres. Le maroc est 123ème en Développement Humain, c’est le cancre du monde arabe, le pays le plus inégalitaire du Maghreb et 5 ème économie d’Afrique derrière l’Algérie. Méprisable esclave.
