Piliers de la diversification économique du Tchad, l’agriculture et l’élevage figurent parmi les priorités du nouveau quinquennat d’Idriss Déby. Convaincu de l’importance du monde rural, le chef de l’État s’est engagé à exploiter durablement l’immense potentiel agricole du pays.
Réélu à la présidence du Tchad en avril 2016, Idriss Déby a lancé un mois plus tard une grande campagne agricole pour 2016-2017 à Goz Béida, dans une région du sud-est du Tchad connue pour son grand potentiel agricole. Dans le contexte de fluctuations des cours pétroliers, le président tchadien s’était alors clairement prononcé en faveur d’un retour massif à la terre. « Le pétrole, c’est la pauvreté. Le développement, c’est l’agriculture et l’élevage. Ce sont les deux mamelles, avait-il déclaré. Il ne faut pas vous tromper : l’émergence du Tchad, dont nous rêvons tous, ne peut avoir lieu que si nous nous tournons résolument vers l’agriculture et l’élevage, seuls gages de la sécurité alimentaire. L’émergence du pays ne peut pas venir du pétrole, ni d’autres ressources minières. »
À la tête d’un pays doté d’un cheptel de 94 millions de têtes, soit sept têtes par habitant, de 39 millions d’hectares de terres cultivables et d’une gigantesque réserve d’eau (Lac Tchad), Idriss Déby entend donner au monde rural les moyens de ses ambitions. Pour mettre à profit son immense potentiel et ses conditions agro-écologiques favorables à une grande diversité de cultures (coton, graines oléagineuses, céréales, tubercules, fruits et légumes), le président de l’Union africaine a déjà annoncé l’aménagement d’environ 250 000 hectares de terres sur le territoire national, le renforcement des microcrédits pour les producteurs ruraux ainsi que la construction de nouvelles infrastructures de transport et d’énergie. Comme d’autres pays aux revenus miniers encore prédominants, le Tchad se sert en effet de l’argent du pétrole comme d’un levier pour ces investissements, la diversification de l’économie dans les secteurs non-pétroliers constituant un puissant rempart contre les fluctuations du prix du baril.
Des actions durables et solidaires
Pour le président tchadien, l’agriculture et l’élevage doivent même constituer un élément moteur de l’émergence économique. « Il faut sortir de ce cheptel contemplatif [et passer] à un cheptel de production, qui apporte un plus à l’économie nationale », assène-t-il. Pour y parvenir durablement, et donc sans décimer ses richesses naturelles, le Tchad a également signé l’Agenda 2030 de l’ONU et la déclaration de Malabo pour la croissance et la transformation de l’agriculture en Afrique. En septembre 2016, un représentant tchadien s’est ainsi joint à une quarantaine de ses homologues africains pour participer à un atelier de travail organisé à Kigali par la FAO (Organisation pour l’alimentation et l’agriculture). Objectif : contribuer à inscrire les exploitations agricoles, mais aussi de forêts et de pêche dans le processus de développement durable.
Il faut dire que l’enjeu est de taille en Afrique, où la productivité agricole est proportionnellement quatre fois inférieure à celle de l’Europe, d’après une étude du ministère des affaires étrangères danois. À cause du manque de formation et de technologies appropriées, plus de 60 % des terres arables non cultivées dans le monde se trouvent en Afrique subsaharienne. Au Soudan, seules 16 % des terres cultivables étaient exploitées en 2009, et à peine 10 % en République Démocratique du Congo. À l’est du Tchad, les paysans de la région de Farchana ont trouvé une solution intelligente et solidaire face à ce manque à gagner. Depuis un an, ils partagent leurs terres avec près de 28 000 réfugiés soudanais du Darfour, qui exploitent les parcelles non utilisées pour pourvoir à leurs propres besoins alimentaires et générer des revenus par la vente de leur production. Une mutualisation des ressources qui pourrait inspirer bien d’autres pays au-delà du continent africain…

Il y a eu de très bonnes récoltes (+ de 10% de production en plus) grâce au pluie et à cette politique en faveur d’un développement harmonieux du Tchad et de la promotion d’une croissance endogène et bénéfique à Tous.

Mais il faut absolument que le pays mette le paquet sur son désenclavement à l’intérieur et à l’intérieur par la route (priorité numéro 1) à court terme car il en dépend avant tout de la constitution d’un marché National porteur d’opportunités, ensuite le rail/air à moyem terme car notre pays est gigantesque ne l’oublions pas.
