The National Microfinance Fund (FONAMIF) and the Public Markets Fund (CDMP SA), a subsidiary of CDC Senegal, have concluded a framework agreement for a refinancing line of 2 billion FCFA for microfinance institutions. The operation is part of the deployment of the Pact for Universal Financial Inclusion (PACTIFU), which aims to mobilize more than 683 billion FCFA between 2025 and 2029.
The financing of microfinance institutions in Senegal benefits from a new mechanism. The National Microfinance Fund (FONAMIF) and the Public Markets Fund (CDMP SA), a subsidiary of the Deposits and Consignments Fund (CDC Senegal), signed a framework agreement on Friday, August 7, 2026, for the establishment of a refinancing line of 2 billion FCFA.
The objective is to strengthen the financial capacities of microfinance institutions (MFIs) so that they can, in turn, increase their interventions with populations and economic actors with limited access to traditional banking financing.
A mechanism included in the PACTIFU
This agreement is part of the implementation of the Pact for Universal Financial Inclusion (PACTIFU), an initiative led by the Ministry of Microfinance and Social and Solidarity Economy, in collaboration with the Professional Association of Microfinance Institutions (APIM) and several public partner structures, including CDMP SA.
PACTIFU has significant financial ambitions: mobilize more than 683 billion FCFA over the period 2025-2029 to accelerate financial inclusion in Senegal and strengthen funding for productive activities.
The 2 billion FCFA line set up by CDMP SA and FONAMIF is thus one of the instruments intended to translate this ambition into resources effectively accessible to microfinance institutions.
SMEs, women, and youth among targeted beneficiaries
Through this partnership, the two institutions intend to sustainably strengthen the financing capacities of MFIs and, through them, further support entrepreneurs, SMEs, women, youth, cooperatives, and actors in the Social and Solidarity Economy.
The mechanism should also allow more resources to be directed towards sectors considered priorities and to broaden access to financing across the entire national territory.
For the public authorities, strengthening the refinancing of MFIs is a central issue in a country where microfinance plays an important role in financing small economic activities and categories of the population still underserved by traditional banking channels.
With this agreement, FONAMIF and CDMP SA aim to contribute to the construction of a more inclusive financial ecosystem and one more oriented towards financing the real economy. The initiative also aligns with the goals of the Senegal Vision 2050, especially in terms of financial inclusion, territorial economic development, and the promotion of the Social and Solidarity Economy.
