The Central Bank of West African States (BCEAO) published, on Wednesday, September 30, 2026, the new list of participants authorized to open the Platform for Interoperable Instant Payment System (PI-SPI) services to the public. In total, 175 institutions and providers are now involved in the eight countries of the West African Economic and Monetary Union.
Senegal leads with 43 participants, followed by Ivory Coast with 38, Burkina Faso with 20, Mali with 19, Benin with 18, Togo with 17, Niger with 13, and Guinea-Bissau.
The list published by the BCEAO confirms an opening of the system beyond traditional banks. It also includes electronic money institutions, fintech companies, and microfinance institutions. In Senegal, participants include Wave Digital Finance, Orange Mobile Finance, Djamo SN, Julaya, Mixx Senegal, Touchpoint Financial Services, Baobab, Cofina, UM-ACEP, and UM-Pamecas, alongside major banks.
In Ivory Coast, the BCEAO lists Orange Money, Wave Ivory Coast, MTN Money, Moov Money, Djamo, Julaya, Sycapa, and Paymetrust, in addition to a wide range of banks. In Mali, Sama Money, Moov Money, and Orange Mobile Finance Mali are among the authorized participants.
This new stage effectively expands the network of actors capable of offering services related to interoperable instant payments in the West African Economic and Monetary Union. The objective of PI-SPI is to enable instant transfers and payments between accounts held with different entities, including banks, electronic money wallets, or other participating institutions.
With 81 participants alone, Senegal and Ivory Coast account for over 46% of the list published by the BCEAO, highlighting the importance of these two markets in the initial deployment of the PI-SPI ecosystem.
