Algiers: The 44th Annual General Assembly (AGA) of the Shelter Afrique Development Bank (ShafDB)
Algeria will host the 44th Annual General Assembly (AGA) and Housing Symposium of the Shelter Afrique Development Bank (ShafDB) in July 2025, the Bank has announced.
The high-level event, scheduled to take place from July 15 to 17, 2025, at the El Aurassi Hotel in Algiers, will bring together key stakeholders, policymakers, investors, and development finance leaders to discuss strategies aimed at promoting affordable housing and sustainable urban development across Africa.
The AGA, to be held under the theme “Financial Sustainability of the Housing Sector Amid Global Turbulence: Opportunities and Challenges”, will convene housing and finance ministers from member states, shareholders, central banks, mayors, private developers, investors, and development finance partners to explore ways to turn Africa’s urban promises into tangible and inclusive progress.
The meeting will serve as an opportunity to review ShafDB’s performance, assess progress on its strategic initiatives, and shape policies that will define the institution’s role in addressing Africa’s housing and infrastructure challenges.
Speaking about the upcoming AGA, Shelter Afrique Development Bank’s Managing Director, Thierno Habib Hann, expressed his enthusiasm regarding Algeria’s selection as the host country.

Algeria’s role in hosting the Extraordinary General Assembly in 2023—where Shelter Afrique transitioned into a Development Bank—and now the 44th AGA in Algiers, reflects the collective momentum and shared vision of our members. We look forward to working with all our partners and stakeholders to advance our goals and foster inclusive economic growth across the continent,” said Mr. Hann.
The AGA agenda will include discussions on capital mobilization, innovative financing mechanisms, and public-private partnerships to accelerate housing delivery.
In addition, the meeting will feature ministerial roundtables and high-level policy dialogues; plenary sessions exploring urban resilience and local solutions to housing challenges; technical forums, exhibitions and investment showcases; and networking sessions designed to strengthen collaboration among industry stakeholders.

Founded in 1981 in Lusaka, Zambia, Shelter Afrique Development Bank (ShafDB) is a pan-African multilateral development bank (MDB) dedicated to promoting and financing sustainable green housing, urban development, and related infrastructure. It is owned by 44 African governments along with two institutional shareholders: the African Development Bank (AfDB) and the African Reinsurance Corporation (Africa-Re).
