Lome, March 24, 2026 – The Board of Directors of the Regional Mortgage Refinancing Fund of the UEMOA (CRRH-UEMOA), meeting in Lome under the chairmanship of Mr. Thierry TANOH, approved the accounts for the year ended December 31, 2025, which will be submitted for approval by the General Assembly.
CRRH-UEMOA confirms its leading role in housing finance and achieves a record performance, driven by strong commercial dynamics and innovative financial operations.
In 2025, the institution demonstrated the strength of its financial performance with results showing significant progress, reflecting the solidity of its economic model and the sustained confidence of its partners. Net income stands at 2.4 billion CFA francs, up 19% from the 2024 fiscal year, with a total balance sheet reaching 333.9 billion CFA francs.
Major financial innovations for social impact in UEMOA countries
The year 2025 was marked by the launch of two unprecedented financial operations in the regional market, positioning CRRH-UEMOA as a key player in financial innovation for social impact:
First social bond issuance: The institution successfully launched the first social bond issuance in the UEMOA exclusively dedicated to financing affordable housing, for an amount of 60 billion CFA francs.
First securitization of mortgage receivables (RMBS): CRRH-UEMOA initiated the first mortgage loan securitization operation in the Union through the ZAKA program developed in partnership with BOAD Securitization, with NSIA Bank Côte d’Ivoire as the originating bank.

In 2026, CRRH-UEMOA will continue its growth and innovation trajectory with several structuring initiatives, including the launch of a second social bond issuance and the implementation of a new project, in partnership with the World Bank and BOAD, in favor of financial inclusion for households.
A record year in 2025 for housing finance
CRRH-UEMOA intensified its support to Union banks with a record annual volume of refinancing loans of 60.4 billion CFA francs granted in 2025.
Furthermore, CRRH-UEMOA strengthened its risk-sharing solutions developed in partnership with the African Solidarity Fund (FSA), and new guarantee agreements were signed with Union banks.
Overall, the dynamics of CRRH-UEMOA activities in the 2025 fiscal year supported the financing of over 5,000 homes benefiting 30,000 people in UEMOA countries, directly contributing to improving living conditions for populations.
Recognized financial strength
The quality of management and the robustness of CRRH-UEMOA’s financial model were officially recognized by the regional rating agency Bloomfield, which decided to upgrade the institution’s long-term rating to AAA with a stable outlook, the highest rating on its scale. This decision reflects confidence in the strength of equity, governance rigor, and the relevance of the institution’s development strategy.
CRRH-UEMOA strengthened its equity by increasing its share capital to 14.4 billion CFA francs, through capital increases in favor of six new banks that entered its shareholding. The expansion of the shareholder base will continue in 2026.
