Manila, Philippines.Fund for responding to Loss and Damage (FRLD) concluded its 7th Board meeting by announcing the launch of the Barbados Implementation Modalities (BIM), its first call for proposals with a budget of $250 million USD. This decision marks the transition of the Fund from the design phase to concrete implementation.
Scheduled to open on December 1, 2025 for a period of six months, the BIM will fund projects ranging from $5 to $20 million USD aimed at strengthening the resilience of the most vulnerable developing countries exposed to the irreversible impacts of climate change.
“The launch of the BIM illustrates our commitment to supporting vulnerable nations,” said Ibrahima Cheikh Diong, Executive Director of FRLD. The Board also adopted the project cycle, eligibility criteria, and access modalities, including direct access to the Fund or through entities accredited with the Adaptation Fund, GEF, or GCF.
Since COP28, 28 countries have pledged $768 million USD to the Fund. A first replenishment process is planned for 2027, accompanied by the development of a long-term resource mobilization strategy.
As the operational entity of the financial mechanism of the United Nations Framework Convention on Climate Change (UNFCCC), FRLD supports communities on the front lines facing climate-related losses and damages. With this initiative, it asserts itself as the third pillar of global climate action, alongside mitigation and adaptation.
