The Sovereign Strategic Investment Fund of Senegal (FONSIS) has launched a partnership call for the realization of the Dakar Millennium Center (DMC), a large-scale integrated urban project that aims to transform a strategic site of 37 hectares in Ouakam, on the West Corniche, into a world-class business district. The official document detailing the call for applications specifies the technical requirements, participation modalities, and economic ambitions of the project.
A structuring project at the heart of the West Corniche
Mandated to enhance one of Dakar’s most strategic lands, FONSIS intends to make the DMC a mixed urban destination, combining high-level tertiary, technological innovation, business tourism, and premium services. The project explicitly aims to position Dakar as a regional financial and technological hub, capable of attracting multinational corporations, international institutions, technological companies, innovation centers, and major investors. According to the document, this future urban district must reconcile architectural modernity, economic performance, and environmental sustainability.
Programmatic axes: an integrated financial and technological ecosystem
The programming of the Dakar Millennium Center is based on several structuring pillars:
– A modern business district, intended to host regional headquarters of multinational corporations, financial institutions, and high-value-added services.
– A technological and innovation hub, designed to accommodate digital companies, R&D centers, incubators, and biotech players.
– Premium hotel offerings and high-end residences, aligned with international standards of business tourism.

FONSIS targets a partner with:
– proven expertise in integrated urban planning, territorial planning, and development of large sites;
– mastery of international standards in urban planning, sustainability, resilience, and design;
– the ability to mobilize private and institutional investors to ensure the financial closure of the project;
– solid references in comparable projects: financial districts, technological hubs, new cities, large integrated urban centers.
The selected partner will be involved in all project phases: pre-development, structuring, technical and financial studies, business plans, capital mobilization, construction, and urban operation.
A six-step selection process
The partnership call, open until December 29, 2025 at 12 pm, takes place in several sequences:
1. Receipt of applications;
2. Evaluation of expressions of interest;
3. Preselection of the five best candidates;
4. Competitive dialogue with each;
5. Final selection;
6. Signing of a co-development and/or co-investment agreement.
FONSIS reserves the right to modify or cancel the process without obligation of compensation.
