Many countries from all continents are looking at Africa with keen interest. But does every perspective or interest truly meet the sustainable economic growth needs of African countries?

This is a question that invites reflection. Inspired by the research of the renowned economist Daron Acemoglu, it is essential to keep in mind the distinction between an extractive approach and a participatory approach to a society’s resources, even when it comes to international economic relations. Africa needs its economic and human potential to be harnessed in a participatory manner, in order to reap long-term benefits: sustainable development, social stability, trust in the future, and, notably, opportunities and hope.

From my perspective, compared to others, the Francophonie, as a format of global multilateral cooperation, can guarantee Africa a participatory and collaborative approach to transforming its potential into sustainable development, if we strengthen its economic dimension based on the three pillars I propose in my candidacy program for the position of Secretary General of the Francophonie.

First, the cornerstone of my program is that Africa is at the heart of the Francophonie and that all member countries are involved as equals. From an economic standpoint, this is a principle that fully recognizes Africa’s immense potential while defining the framework and nature of relations: we are all equal partners, and we base our collaborations and economic projects on mutual respect and the idea that all should benefit from them.

In this context, the principle of economic complementarity among Francophone regions takes precedence. The Francophonie can facilitate cooperation projects between regions that have complementary needs, resources, technologies, and successful experiences, whether they are from Africa, Asia, Europe, America, Oceania, or the Middle East.

Secondly, this new economic dynamic can only be supported by the role I envision for the Secretary General of the Francophonie. I do not see this role as merely administrative or as a representative of their country of origin or region. He or she is meant to embody the Francophonie in all its diversity, to strategically animate and facilitate this type of cooperation among member countries. In turn, it is up to the member states to actively engage in promoting their needs and interests through economic cooperation projects. The new governance model I propose, the decentralization of power from the Secretariat and its regional representatives, the active coordination of Francophone operators, and cooperation with business, academic, and civil society networks will decisively contribute to this.

For example, the International Organization of La Francophonie could assist in identifying projects, improving their preparation, and finding partners capable of financing them. For an African business, this means easier access to relevant contacts and support to transform an investment intention into a sustainable partnership.

The third principle is that the Francophonie must create concrete perspectives and long-term opportunities for the business community, young people, and all men and women in our communities. Economic development must include all social categories. To achieve this, it is essential that the Francophonie develops partnerships with major international donors, development agencies, and the European Union to mobilize the capital that Africa needs to transform its potential into opportunities in areas such as digitalization, AI, renewable energies, sustainable agriculture, investment, and entrepreneurship. The goal should be to create more value locally. Transforming agricultural production, developing industrial activities around mining resources, and producing accessible energy for businesses: these investments can foster supplier networks, strengthen SMEs, and support employment in the regions.

For young people, training in French must be developed in technical fields and linked to the labor market to ensure their employability and promote entrepreneurship.

I know that this vision is complex and that change will not happen overnight. But what I propose is to start putting it into practice as early as 2027, and for that purpose, to also value the cultural and linguistic dimension that unites us, the initial steps already taken toward an economic Francophonie so far, as well as all existing networks in business and academic circles.

It is therefore up to us to build an economic Francophonie that supports the sustainable development of Africa. And it is my ambition to contribute to this, with all my professional and personal resources!

By Dacian Cioloș, former Prime Minister of Romania and European Commissioner for Agriculture, candidate for the position of Secretary General of the Francophonie.
