While images of chaos have circulated on social media and international media, simplistic explanations and speculations have quickly spread. This is an analysis of a confrontation with two faces, and an examination of its resonances with Africa, global youth, and French political debate.

Contrary to narratives that present a unified front, the mobilization on October 17 against the high cost of living was the scene of two distinct phenomena that collided. In the morning and afternoon, high school mobilization, joined by ultra-left groups and black blocs: the daytime processions brought together high school students mobilized against precarity and the education system, especially Parcoursup. In the evening and night, urban riots and looting took place.

If these riots erupted in peripheral neighborhoods—such as northern Marseille, Les Minguettes in Lyon, and northern Paris—and if some of those arrested are young people of immigrant backgrounds, particularly from North Africa and sub-Saharan Africa, these acts are not related to the ultra-left, but to opportunistic delinquency and anti-police anger. The French black bloc movement is predominantly white, made up of students from major cities—Paris, Lyon, Nantes, Toulouse—and is not strongly connected to African diasporas. Intelligence services describe them as “disconnected from the neighborhoods.”

As highlighted by Le Monde, “several worlds seem to have collided: on one side, a motivated and peaceful procession, on the other, autonomous groups, black blocs, and looters.” The Prime Minister’s office and the Ministry of the Interior also make this distinction in their briefing notes for journalists, speaking of a “convergence” between two worlds that do not usually mix—hence the sense of chaos that the French and the rest of the world witnessed, astonished, seeing public buildings set on fire and stores looted at random.

Fake news and interference fantasies: the African trail debunked

In the hours following the clashes, several conspiracy theories circulated on TikTok and other platforms, claiming that the Wagner Group or an African power was financing the rioters to destabilize France. There is no concrete organizational or financial evidence to support this theory. No investigation, no public report from the DGSI or the DGSE mentions funding, weapons, or orders coming from an African country for October 17.

The work of Viginum, the French service combating foreign digital interference, specifies that “for these actors, violence is neither an objective nor a political means: it is a product. The more spectacular the images, the more they bring in.” Pro-AES (Alliance of Sahel States) or pro-Wagner accounts share images of chaos to tarnish France’s image, but they did not orchestrate the movement on the ground. It is at most an amplification, not a creation.

The fact-checking organization Verificat confirms that no police or governmental statements link the protests to immigration or terrorism. The misleading videos circulating on social media only aim to “paint a picture of chaos and ungovernability in the country,” according to this source. Furthermore, no investigation by the national anti-terrorism prosecutor’s office has been opened for the events of October 17, debunking any connection between immigration and terrorism.

Risks of political instrumentalization: the immigrant as a scapegoat

For most commentators, the major risk is the exploitation of the violence on October 17 by certain parties, six months before the 2027 presidential election. By deliberately erasing the sociological distinction established by official reports between the daytime high school movement and the nighttime delinquency, some discourses seek to unite all events under a single identity prism. The risk is to attribute all disorders to immigration or to the youth of low-income neighborhoods.

In addition to this amalgamation, there is stigmatization, leading to the invalidation of social demands: the hasty association of protests with delinquency or foreigners aims to discredit very real grievances—precariousness, lack of resources in education—voiced by many high school students, especially those from first or second-generation immigrant backgrounds, for whom school remains the ultimate social elevator.

The focus on the migration factor also allows for calls for legislative hardening—restrictions on immigration, questioning of birthright citizenship—while ignoring structural debates on integration, discrimination, and urban policies. This could lead to a legislative and security escalation.

Gen Z revolt: a global common thread, contrasting realities

While there is an undeniable sociological link between youth protest movements worldwide, it lies more in a shared generational dynamic than in a clandestine network uniting them. Indeed, in addition to the name “Gen Z” openly claimed by French high school students, they also claim a globally recognized symbol: the flag of One Piece. In the tracts of October 17, they write in black and white: “From Nepal to Peru, from Madagascar to Morocco, Gen Z rises under the pirate flag of One Piece. Here too, we understand that the world we are left with is burning and too expensive.” Everywhere—Bangladesh, Nepal, Madagascar, Morocco, Indonesia, Philippines—young people are challenging the elites on corruption, precarity, and the failure of public services.

However, as highlighted in the CIVICUS report, these situations reflect a “distrust that crosses generations and borders,” without forming a single revolution. There is a fundamental difference in scale and intensity between these movements. While social networks—TikTok, Discord—serve as common points, the nature of the confrontations differs: in Nepal, the banning of 26 social networks, coupled with unemployment, served as a spark; repression resulted in 76 deaths and 2,113 injuries, with the Parliament and official residences set on fire, leading to the Prime Minister’s resignation. The scenario repeated in Madagascar, while in France, the demands remain focused on teacher absenteeism, lack of heating, or access to toilets and the cafeteria. The provisional assessment of the violence includes 37 partially burned establishments and 150 injured staff, without fires in central institutions—except for the belfry of the town hall of Limoges—and without the government falling.

What impact for Africa and Franco-African relations?

The risk of direct contagion in African capitals seems, at this stage, to be ruled out. French demands—such as Parcoursup, overcrowded classes—differ too much from local concerns, which focus on tuition fees or power outages. The security context in AES countries also makes any demonstration very risky.

However, the media repercussion acts as a reverse mirror. Most African media comment on a “return to reality” in France. As the Cameroonian news site Camaroes.cm writes, it is “a harsh return to reality for a power accustomed to lecturing Africa on democracy, now facing its own contradictions.” Likewise, Le Radar 224, an online Guinean media outlet, questions the value of the lessons given by Emmanuel Macron to Africa, when “too much democracy can kill democracy.”

In AES countries—Mali, Burkina Faso, Niger—pro-regime media do not hesitate to reuse images from Paris to assert that the French democratic model leads to chaos. According to a knowledgeable observer in the region, this is only a “narrative contagion,” intended to “legitimize local restrictions,” and not a risk of importing black blocs to Dakar, Abidjan, Lomé, or Cotonou.

There remains the shared dismay of a global Gen Z generation facing inequalities and the blocking of their future prospects. Beyond interference narratives and security and identity amalgams, French authorities will have to learn from the events of October 17 if they do not want to see them repeated in a worse scenario.

Since October 17, the question has been raised repeatedly: how much truth and how much rumor is there in the demonstrations and urban violence that have recently shaken France?
