In a summary of its economic outlook note, the African Society of Engineering and Financial Intermediation (SA2IF) notes a collection exceeding targets, with a cumulative coverage rate of 119.4%.

In the regional financial market, Burkinabe bonds continue to attract investors. For a cumulative target of 1,895 billion CFA francs (approximately 3.16 billion dollars), bond issuances through public savings calls have raised a surplus of 368.2 billion CFA francs (approximately 614 million dollars) over the period studied. SA2IF interprets this performance as a sign of renewed confidence in the government’s ability to meet its commitments.

This mobilization is based on borrowings with diversified maturities, mainly five, seven, and ten years. According to the financial intermediation company, interest rates average 6.47%, with a floor of 6% observed on a five-year maturity and a ceiling of 7% on a ten-year maturity. For the Burkinabe Treasury, this range allows for savings to be solicited over multiple horizons and for financing deadlines to be spread out.

The use of the market responds to a persistent budgetary need. While SA2IF notes an improvement in public finances in recent years, it emphasizes that the deficit remains. Bond issuances serve as a lever to finance strategic investments and support the country’s development ambitions in this context.

The regularity of repayments also contributes to the relationship with subscribers. According to SA2IF, Burkina Faso honors the repayment schedules of the relevant loans. The note recalls that in 2025, Bloomfield Investment Corporation awarded the State short-term A3 and long-term BBB ratings, with a stable outlook. These assessments are made on a regional scale.

The balance presented by SA2IF thus highlights Burkina Faso’s ability to mobilize resources beyond the amounts sought. However, this cumulative result does not prejudge the conditions of each future operation. For public finances, the challenge remains to combine market access, debt cost control, and financing of investments that can sustainably strengthen the economy.

Burkina Faso has mobilized 2,263.2 billion CFA francs (approximately 3.77 billion dollars) through public savings calls between 2017 and July 2026.
