It reflects the ability of Senegalese authorities to engage in demanding dialogue with the IMF and to build a new economic and financial trajectory for the country.<\/p>\n<p>However, it is important to understand the real significance of this agreement. The $2.2 billion alone does not solve Senegal&#8217;s financial problems. The true value of this agreement lies in the confidence it can help restore, in the mobilization of additional financing, and in the possibility of gradually rebuilding the necessary leeway for development financing.<\/p>\n<p>The most important part begins now: turning commitments into credible reforms, measurable results, and concrete improvements for the economy and the population.<\/p>\n<p>In the end, the agreement with the IMF is not the culmination of the recovery; it is the starting point for restoring Senegal&#8217;s economic credibility.<\/p>\n<p>A signal of confidence<\/p>\n<p>First and foremost, the agreement is a signal of confidence. When a country establishes a credible trajectory of reforms, budget consolidation, and debt management with the IMF, it provides all financial partners with a reference framework to assess the strength of this trajectory.<\/p>\n<p>This is particularly important for Senegal, which must now recreate a favorable environment for mobilizing concessional resources, financing development, and gradually attracting private investors back.<\/p>\n<p>But let&#8217;s be clear: the agreement with the IMF is an important condition, but it is not an automatic guarantee of investor returns. Investors will primarily look at Senegal&#8217;s ability to translate the program into action: predictability of public policies, risk management, transparency, improvement of the business climate, legal security, and capacity to generate sustainable growth.<\/p>\n<p>Investor confidence is not decreed; it is built through coherence between announcements, reforms, and results.<\/p>\n<p>One could even summarize the situation as follows: the IMF can help open the door to international financing; it is the quality and consistency of our reforms that will allow investors to enter and, most importantly, to stay.<\/p>\n<p>Transitioning to an economy capable of creating its own resources<\/p>\n<p>First, let&#8217;s avoid confusion: an IMF program does not automatically create growth. Instead, it creates the necessary macroeconomic and financial conditions to regain leeway and allow the economy to restart on a stronger footing.<\/p>\n<p>The real challenge for Senegal is now to transform the gradual return of stability and confidence into productive investments, jobs, and economic diversification. Our country must better leverage its natural resources, accelerate local transformation, strengthen agriculture and agro-industry, support industry, develop high-value-added services, digitalization, and invest heavily in human capital.<\/p>\n<p>The central question is less about how to finance the economy more but about how to produce more, better, and locally.<\/p>\n<p>We must gradually move from an economy that primarily seeks resources to finance deficits to an economy capable of creating its own resources through production, private investment, exports, and value chain transformation.<\/p>\n<p>The true success of the program will not be measured by the amount of financing mobilized but by our ability to create businesses, generate jobs, increase local production, and transform our economic sectors sustainably.<\/p>\n<p>It is under these conditions that the agreement with the IMF can become a real lever for transformation and not just a stabilization instrument.<\/p>\n<p>The PTDS, a complement to the architecture<\/p>\n<p>In my opinion, the Senegal Debt Treatment Plan is an essential complement to the new agreement with the IMF. The issue of debt is not just about its level; it is also about its cost, maturity, repayment profile, and especially its burden on public finances.<\/p>\n<p>When debt service absorbs such a significant portion of state revenues, it means resources that cannot be allocated to infrastructure, education, health, agriculture, or support for productive investment.<\/p>\n<p>The PTDS can help improve the debt profile, reduce financial vulnerabilities, and gradually restore budgetary leeway. Its expected impact on the real economy is also significant, particularly through the gradual settlement of state obligations to suppliers, which would inject liquidity into the economic fabric.<\/p>\n<p>But we must go further. Debt treatment must be accompanied by a profound transformation of the quality of public expenditure.
