But behind this diplomatic fa\u00e7ade, a much more important game is being played.<\/p>\n<p>Jo\u00e3o Louren\u00e7o&#8217;s presence in Kinshasa comes at a time when the Democratic Republic of Congo is seeking to secure its economic interests, strengthen its regional partnerships, and address the security impasse in the East of the country. For Luanda, it is also about preserving its role as a regional power and an indispensable mediator in the Great Lakes region. The Congolese presidency confirms that the discussions between F\u00e9lix Tshisekedi and Jo\u00e3o Louren\u00e7o focused not only on bilateral cooperation but also on the regional political and security situation and the acceleration of key projects.<\/p>\n<p>The Lobito Corridor: the true economic heart of the visit<\/p>\n<p>Behind the diplomatic formalities, one dossier stands out as particularly strategic: the Lobito Corridor. The signing of the railway concession contract, notably for the Dilolo-Sakania section, marks an important step in the transformation of this axis into a true economic artery linking the mining areas of the DRC to the Angolan port of Lobito.<\/p>\n<p>For Kinshasa, the stakes go beyond infrastructure. It is about reducing dependence on existing eastern and southern export routes, lowering logistical costs, and, most importantly, better valorizing Congolese copper and cobalt in international markets. For Luanda, the calculation is equally strategic: to make Lobito an essential platform for the trade of minerals from Central and Southern Africa.<\/p>\n<p>The corridor thus becomes the meeting point between geopolitics, critical minerals, infrastructure, and global economic competition. Luanda and Kinshasa will undoubtedly involve Lusaka in the game to build a strong strategic base against the Sino-American competition that will unfold in the region.<\/p>\n<p>The DRC has the resources. Angola controls one of the main gateways to the Atlantic. The equation is simple: Kinshasa needs a reliable and competitive outlet; Luanda needs Congolese mining traffic to give the Lobito Corridor its full economic power.<\/p>\n<p>Behind the rails, the battle for minerals<\/p>\n<p>It would be reductive to consider Lobito as a simple railway project. The corridor is part of a global competition for access to strategic minerals needed for the energy and technology industries. Congolese copper and cobalt have become geopolitical assets. The development of Lobito is of interest to more than just Kinshasa and Luanda. It fits into an international framework where the United States, European countries, China, and major mining operators seek to secure their supply chains.<\/p>\n<p>The DRC thus finds itself at the center of a new battle, leading to the question: who will control the routes, infrastructure, and access conditions to Congolese minerals? In this configuration, Angola has a considerable advantage: its Atlantic opening. The partnership with Kinshasa allows Luanda to position itself as an indispensable logistical intermediary between the resources from the continent&#8217;s interior and global markets.<\/p>\n<p>The Congolese political and security dossier<\/p>\n<p>But Louren\u00e7o is not only coming for the economy. Therefore, reducing this visit to just the Lobito Corridor would be a mistake. For several years, Jo\u00e3o Louren\u00e7o has emerged as one of the main African actors in the Congolese dossier. Luanda has played a role in mediation efforts related to the security crisis in the East of the DRC. Luanda shares a long border with the DRC, which is a crucial geopolitical element: the Angolan capital must keep a close eye to contribute to securing and consolidating peace in its neighbor.<\/p>\n<p>Indeed, it is worth noting that in February 2026, F\u00e9lix Tshisekedi and Jo\u00e3o Louren\u00e7o had discussed the peace process, ceasefire, and monitoring and verification mechanism, while Angola had been mandated to conduct consultations around the Congolese national dialogue project. A few days later, Kinshasa still welcomed the Angolan initiative in favor of a ceasefire and sustainable stabilization in the Great Lakes region.<\/p>\n<p>There is, therefore, a second agenda, much less visible than the official ceremonies: the Congolese political and security dossier. Does Luanda want to regain control over the political process? This is probably one of the most sensitive questions. Angola does not want to be reduced to the role of a host or a mere neighbor of the DRC. Luanda wants to maintain its status as a regional diplomatic power capable of engaging with Kinshasa but also with other actors involved in the Great Lakes crisis.<\/p>\n<p>In May, Luanda had again conveyed its position on the inter-Congolese dialogue to Kinshasa, without publicly revealing the content. This discretion is revealing. Behind the official statements, several questions remain: what kind of dialogue should be organized? Who should participate? To what extent can external actors intervene? And most importantly, how to prevent a process presented as national from turning into a new negotiation on power sharing? For Jo\u00e3o Louren\u00e7o, the question is also about his own diplomatic credibility. Mediation that does not produce a lasting ceasefire or political settlement risks undermining Angolan influence.<\/p>\n<p>The Angolan President facing a DRC diversifying its alliances<\/p>\n<p>Another element not to be overlooked: Kinshasa is no longer dependent on a single partner. For several months, the DRC has been seeking to diversify its economic and security partnerships. The Lobito Corridor should be seen within this diversification strategy. For Angola, this creates both an opportunity and competition. Luanda wants to make its territory and port a major entry and exit point for the Congolese economy. But Kinshasa is simultaneously negotiating with other powers and investors. The DRC-Angola relationship is therefore based on a convergence of interests but also on a form of silent competition.<\/p>\n<p>Oil, electricity, and borders: issues that may resurface<\/p>\n<p>Bilateral discussions also extend beyond rail and minerals. The oil and electricity sectors are among the areas discussed by both delegations. This opens another dimension of the relationship. Geographical proximity necessarily creates common interests but also potential friction areas: transboundary resources, oil exploitation, access to energy, infrastructure, cross-border trade, and people&#8217;s movement.<\/p>\n<p>The third DRC-Angola Economic Forum, held in Kinshasa in April 2026, had already placed sub-regional integration and cross-border trade at the center of discussions. The visit of the Angolan head of state appears less as an isolated event than as an additional step in an evolving economic architecture.<\/p>\n<p>Another stake: trust between Tshisekedi and Louren\u00e7o<\/p>\n<p>There is also a more political and personal issue: the relationship between the two heads of state. Both capitals need each other, but their interests do not always align. Kinshasa expects political and diplomatic support from Luanda in the security crisis and advantageous economic cooperation. Luanda, on the other hand, expects stability, predictability, and a real acceleration of common projects from Kinshasa. Recent analyses have also indicated Angolan frustrations regarding how Luanda&#8217;s initiatives are perceived and implemented by Kinshasa. The visit can therefore be interpreted as an attempt to readjust the partnership.<\/p>\n<p>A visit with multiple interpretations<\/p>\n<p>Therefore, one must be wary of the image of a simple diplomatic neighborly visit, as presented in the official narrative of two brotherly countries strengthening their cooperation. Beyond the economic perspective, which suggests that Kinshasa and Luanda are accelerating the development of the Lobito Corridor to make infrastructure a driver of regional integration, a geopolitical reading should be favored: Angola wants to consolidate its position as a pivot power between Central and Southern Africa. Luanda wants to maintain its role in seeking a solution to the Congolese crisis.<\/p>\n<p>In light of all the above, it should be emphasized that control over export corridors becomes almost as strategic as controlling the deposits themselves. Thus, F\u00e9lix Tshisekedi and Jo\u00e3o Louren\u00e7o have an interest in displaying a solid relationship, as each must manage their own internal and regional constraints.<\/p>\n<p>What Kinshasa must avoid<\/p>\n<p>For the DRC, the real challenge begins after the ceremonies. Signing a railway contract is one thing. Ensuring that the infrastructure generates lasting value for the Congolese economy is another. Kinshasa will need to ensure that the development of the Lobito Corridor does not only accelerate the export of raw minerals. The goal should be to build industrial, logistical, and transformation activities around the corridor capable of creating jobs and revenues locally.<\/p>\n<p>The fundamental question is therefore this: will the Lobito Corridor simply be a new route to export Congolese minerals out of the country, or will it become a true instrument of industrialization for the DRC? This is probably the real political test of this cooperation.<\/p>\n<p>An alliance of interests, not a disinterested alliance<\/p>\n<p>Ultimately, Jo\u00e3o Louren\u00e7o&#8217;s visit to Kinshasa reveals a reality often masked by diplomatic language: &#8220;States have no permanent friends, only permanent interests,&#8221; as Charles de Gaulle said. Angola needs the DRC to give critical mass to the Lobito Corridor and strengthen its regional economic role. The DRC needs Angola to diversify its trade routes, consolidate its regional environment, and benefit from a partner capable of exerting diplomatic influence in the Great Lakes. Both countries have every interest in working together, but this convergence does not erase power dynamics. It simply makes them more subtle.<\/p>\n<p>Behind the smiles, flags, and signatures, a central question remains: who will benefit most from this new economic and geopolitical architecture? The answer will not be found in the speeches given in Kinshasa on August 26, 2026. It will be measured in a few years, when trains are actually running, minerals are heading to Lobito, investments materialize, and Luanda&#8217;s political influence in resolving the Congolese crisis is confirmed, or not.
