Initialled on August 15, 2026 by Bakary Yaou Sangar\u00e9, chairman of the negotiation committee, and Benjamin Day Marc, CEO of Zimar Group and High Tech, in the presence of Prime Minister Ali Mahaman Lamine Zeine, this agreement covers the design, financing, construction, operation, and transfer of a conventional refinery with a capacity of 100,000 barrels per day, coupled with a large-scale petrochemical complex.<\/p>\n<p>Valued at $1.9 billion US dollars, this strategic project spans a total duration of 16 years. This schedule is precisely divided into a 3-year construction phase, followed by a 13-year operating period, with the agreement coming into effect immediately upon its official signing.<\/p>\n<p>To ensure the rapid realization of this project and safeguard national interests, a strict time frame has been established. The partner has a period of 4 months to mobilize financing and produce detailed engineering, while final financial closure must occur within 12 months.<\/p>\n<p>These specific milestones will allow the monitoring committee to oversee the progress of the work and ensure the scrupulous compliance with commitments.
