The initially planned amount was 2,922.22 billion CFA francs (about 5.2 billion dollars). This new programming represents an increase of 58.32 billion CFA francs &#8211; around 104 million dollars &#8211; or +2%.<\/p>\n<p>Adopted in the form of an ordinance amending the finance law for the 2026 budget year, during the Council of Ministers on August 21, 2026, this text amends ordinance No. 2025-44 of December 31, 2025. The revision responds to several developments since the adoption of the initial budget: the new configuration of the government resulting from ministerial reshuffling, additional credit needs for the Defense and Security Forces, the consequences of the crisis in the Middle East on the price of crude oil, the abolition of certain services attached to or under the authority of the Presidency of the Republic, the Office of the Prime Minister and the General Secretariat of the Government &#8211; their missions having been transferred to ministries &#8211; the implementation of decree No. 2026-320\/PRN\/PM of June 24, 2026 determining the technical supervision of certain development projects, as well as additional needs of certain state structures.<\/p>\n<p>Fiscal measures to support economic activity<\/p>\n<p>On the economic front, the executive led by General Abdourahamane Tiani announces the simplification of the tax system to accelerate the recovery of activity, with particular attention to the development of the gold sector. The stated objective is to improve the tax environment while strengthening the mobilization of public revenues.<\/p>\n<p>The mining sector, especially gold, indeed occupies an important place in the Nigerien economy. Authorities seek to better regulate this activity in order to increase the financial benefits for the state.<\/p>\n<p>Reform of parliamentary pension management<\/p>\n<p>The Council of Ministers also adopted a decree transferring the management of parliamentarians&#8217; retirement pensions to the Ministry of Finance. This decision leads to the dissolution of the Autonomous Parliamentary Retirement Fund (CARPA), with the aim of efficiency, transparency, and traceability in pension management.<\/p>\n<p>Furthermore, a draft decree specifying the implementation modalities of law No. 2023-26 of June 23, 2023 on the Post Office, amended and supplemented by ordinance No. 2026-28 of May 18, 2026, was validated.
