It requires Morocco, Spain, and Europe to protect lives, organize mobility, and offer young people credible prospects in their country. Our youth is not a threat to be contained: it is the primary capital of Morocco and Africa.<\/em><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On August 14, 2026, a national holiday throughout the Cherifian Kingdom, the 47th anniversary of the recovery of Oued Eddahab provides an opportunity to calmly revisit the migration crisis of July 30 and 31 in Ceuta. On August 2, the Moroccan Ministry of the Interior reported 40,000 people involved and 11 deaths on the Moroccan side; Spanish authorities then reported 72 deaths on their side. By August 12, Reuters estimated that around 72,000 people had briefly crossed the border and at least 96 had perished. Despite these different figures, one certainty emerges: men and women, often young, lost their lives while they constitute the first wealth of our societies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Each victim is a wound for a family and a collective failure for the Mediterranean region. A crisis bilateral protocol should identify the victims, consolidate data, inform families, and quickly publish a joint assessment. In these moments, verified information becomes a protection tool itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Recovering a territory is a historic victory; giving its youth the means to build their future is the daily exercise of sovereignty.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The border alone cannot provide the answer<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three demands must be reconciled: territorial security, human security, and relational security, essential for trust between Morocco, Spain, and their partners. The border makes the crisis visible; it is not always where it originates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the first half of 2026, Frontex observed that the Western Mediterranean was the only major European route on the rise, by 17%, with a shift in departures towards Algeria and arrivals towards the Balearic Islands. Strengthening a corridor can therefore shift routes without drying up departures: no border can be managed in isolation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The High Commission for Planning estimated that there were 2.9 million Moroccans aged 15 to 29 in 2023 who were neither employed, in education, nor in training, with over 72% being young women. This figure does not designate candidates for departure; it measures a potential excluded from qualification and production circuits. Africa is not sitting on a demographic bomb, but on a human resource to be transformed into knowledge, initiatives, jobs, and added value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rule of law must punish smugglers, trafficking networks, and those who endanger lives. But firmness requires individualization and proportionality: a trafficker cannot be equated with a minor influenced by a rumor or a young person without a record caught up in a collective movement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The call from the Minister of Justice, Abdellatif Ouahbi, for a simplified repatriation of unaccompanied Moroccan minors echoes that of the Ministry of the Interior. Each return must respect the best interests of the child, establish their identity and family situation, and guarantee Morocco a school or training path. A permanent cell involving justice, child protection, and consulates could ensure follow-up: a repatriation only protects if it becomes a prepared and accompanied return.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The same philosophy should inspire a <strong>national rebound protocol<\/strong> after any collective attempt: territorial reception, skills assessment, rapid orientation, short training or paid apprenticeship, family support, and one-year follow-up. Faced with deceptive online appeals, the best prevention combines verified information with accessible solutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Making youth a policy of sovereignty<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morocco lacks neither programs nor actors; it must connect them from orientation to first employment, financing, and the market. Three priorities could structure this chain: paid apprenticeships adapted to employment areas; a continuum between initiation, public guarantees, patient capital, mentoring, and public procurement; a verifiable youth clause in major investments and 2030 projects, focusing on certifications, local subcontracting, and sustainable jobs. A public dashboard, broken down by region and gender, would measure results.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This ambition does not exclude regular mobility. Europe is aging and facing shortages in health, construction, industry, transport, digital, and green transition; however, Africa cannot become a reservoir of cheap labor. A third way is to train more than recruit, recognize qualifications, conclude contracts before departure, guarantee social rights, and organize the return and transfer of skills.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <strong>Morocco-Spain Strait Pact for youth, skills, and investment<\/strong> could give substance to this approach around four verbs: training, financing, legal circulation, and reinvestment. Governments, regions, companies, universities, banks, and diasporas would together support learning, joint certifications, and return investments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Territorial memory and the time for dialogue<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morocco did not recover its territorial unity in a single act. Spain recognized its independence and ended the protectorate in the North in 1956; Tangier regained Moroccan sovereignty the same year; Tarfaya was recovered in 1958 and Sidi Ifni in 1969. The Green March of 1975 paved the way for the recovery of the Southern provinces and the departure of the last Spanish soldier in February 1976; Oued Eddahab returned to the national fold on August 14, 1979. From Tangier to Lagouira, this territorial construction was led by mobilization, negotiation, and long-term vision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the Moroccan historical consciousness, Sebta and Melilia remain an unresolved territorial legacy. Spain considers them autonomous cities that are an integral part of its territory. Transparency on these positions does not neutralize the Moroccan conviction; it sets the starting point for a calm, discreet, and productive dialogue. The density of bilateral relations does not command amnesia, nor does fidelity to history justify hostility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside official channels, a <strong>permanent Moroccan-Spanish Forum on memory, the Mediterranean, and the future of the strait<\/strong> could bring together historians, jurists, economists, parliamentarians, political parties, youth, diasporas, civil society, and NGOs. Experts from the United Nations, the European Union, the African Union, and the League of Arab States could be associated if both parties wish. Without replacing governments or artificially internationalizing the dispute, this forum would build shared knowledge and make informed disagreement possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>From the separation line to the cooperation space<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without prejudging sovereignty, Morocco and Spain could negotiate with the European Union a pragmatic mobility regime for Sebta and Melilia. After the modernization of border traffic with Tetouan and Nador, an electronic authorization could allow Moroccan nationals to make short stays in both cities, without automatic access to the rest of Spain or the Schengen area. This organized mobility would serve dignity, security, and the local economy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gibraltar offers a functional precedent, not a legal equivalence. The system applied since July 15, 2026, facilitates movement with Spain while preserving their respective positions on sovereignty. It shows that a territorial dispute can be separated from the daily management of mobility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strait also engages the responsibility of Morocco and Spain, neighboring states, as well as the United Kingdom regarding Gibraltar. Their cooperation, with the International Maritime Organization and the European Union, must preserve freedom of navigation and supply chains. Without assimilating different situations, the crisis in the Strait of Hormuz reminds us of the human and economic cost of a strait that has become a center of confrontation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Two convictions to conclude<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Morocco and Spain have the resources for such a dialogue: dense political relations, cross investments, a strong presence of Spanish companies in Morocco, an integrated Moroccan community in Spanish society, and common projects for 2030. These achievements must protect the relationship against temporary tensions and place youth at the center of the partnership.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two convictions remain. The first is that Sebta and Melilia, in the historical and national consciousness of the Kingdom, remain two Moroccan presidios called, sooner or later, to return to the motherland. This conviction sets no timetable and does not ignore the Spanish position: its fulfillment requires a peaceful, negotiated outcome respectful of populations, the legitimate interests of both Kingdoms, and the stability of the strait.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second is that the primary resource of Morocco and Africa cannot be abandoned to smugglers, rumors, or the sea.
