To achieve this, the country has launched public consultations on its Sectoral Transformation Investment Plan (s-TIP), announced Sylvester Mbangu, acting executive director of the National Planning Commission, on August 5, 2026.

Speaking in Windhoek at the validation workshop for the Climate Investment Funds (CIF) Industry Decarbonization Program, Sylvester Mbangu explained that this investment plan will allow Namibia to seek approval from the CIF Trust Fund Committee later this year. The resources sought are intended to reduce investment risks and serve as a lever to attract additional capital from multilateral development banks, technical and financial partners, and the private sector.

“The opportunity before us is significant. Namibia is preparing an investment plan that could allow the country to access concessional financing from the CIF of up to $250 million,” said Sylvester Mbangu. According to him, this funding should help accelerate the country’s industrial transformation while enhancing its attractiveness to investors.

According to the National Planning Commission, the project is based on four strategic pillars: the development of green industrial projects, the establishment of supporting infrastructure, the strengthening of local businesses and value chains, and cross-cutting technical assistance. This initiative aims to transform Namibia’s potential in renewable energies into viable industrial investments, while promoting job creation and economic benefits for communities.

Public consultations, scheduled over a period of about two weeks, will bring together industrial actors, donors, public enterprises, local communities, civil society, universities, and the general public. The contributions collected will be used to strengthen the investment plan before its submission to the relevant authorities.

This plan is part of the implementation of Vision 2030, the sixth National Development Plan (NDP6), Namibia’s climate commitments, the National Strategy for Green Hydrogen, and the Master Plan for Green Industrialization. Leaders believe that the country’s significant renewable energy resources, its position on the Atlantic coast, its mining potential, and its international partnerships must be supported by coordinated planning, appropriate infrastructure, competitive financing, and effective implementation.

Namibia aims to mobilize up to $250 million in concessional financing to support its green industrialization and attract more private investment and development.
