Five credit institutions located in four member states – Togo, Niger, Mali, and Burkina Faso – are singled out for serious breaches of prudential regulations and anti-money laundering measures. Two of them, ZEYNA in Niger and SOBCA in Burkina Faso, have simply lost their approval and are being liquidated.

The offenses identified, according to the commission’s press release on July 3, mainly involve governance deficiencies, inadequate risk management, non-compliance with prudential standards, and anomalies in anti-money laundering, terrorism financing, and proliferation of weapons of mass destruction (AML/CFT-P) measures. Pecuniary fines have been imposed in accordance with Instruction No. 006-05-2018 of May 16, 2018, which sets out the modalities for applying pecuniary sanctions against credit institutions in the region.

Niger: ZEYNA wiped out of the banking landscape

The case of ZEYNA, an establishment in Niger, appears to be one of the heaviest ever dealt with by the community regulator in recent years. The Banking Commission has revoked its approval outright, a measure that automatically leads to its liquidation.

According to the official statement, this disciplinary sanction is motivated by “widespread violation of banking regulations and regulations on anti-money laundering, terrorism financing, and proliferation of weapons of mass destruction.” The regulator also points out “the illegal exercise of activities in other Union countries without prior authorization” – a particularly rare and severe grievance, suggesting cross-border expansion conducted outside any legal framework.

Niger (bis): a second bank receives a reprimand and a fine of 300 million CFA francs

In addition to ZEYNA, another bank operating in Niger was sanctioned during the same session. The board issued a reprimand against it along with a fine of 300 million CFA francs (approximately 524,000 US dollars). The reasons cited include weaknesses in governance, risk management, and AML/CFT-P measures. The offenses fall under the second and third categories as defined in Instruction No. 006-05-2018. The name of the institution was not disclosed by the regulator, following its usual practice for sanctions that do not result in approval withdrawal.

Burkina Faso: SOBCA in liquidation

In Burkina Faso, the sanction also draws attention. The Burkinabè Automobile Credit Company (SOBCA), a specialized financial institution based in Ouagadougou, has also had its approval revoked and liquidation ordered.

The regulator “closed the disciplinary procedure against SOBCA” by noting several grievances: almost universal violation of prudential regulations, non-compliance with supervisory authority directives since 2022, and lack of a viable restructuring perspective.

Unlike the case of ZEYNA in Niger, no explicit grievances related to money laundering or illegal cross-border activities were held against SOBCA. The sanction is primarily based on prudential failures and the structure’s inability to restructure.

Togo and Mali: two reprimands and 600 million CFA francs in combined fines

Under the same conditions as the reprimanded Nigerien bank, two other establishments – one in Togo, the other in Mali – each received a reprimand and a fine of 300 million CFA francs. The reasons are substantially the same: poor governance, inadequate risk management, weaknesses in AML/CFT-P measures. In the Togolese case, the press release also mentions an “almost universal violation of current prudential standards,” phrasing that indicates a particular seriousness.

A Prudential Tightening in a Tense Regional Context

These five sanctions come in a context of prudential tightening announced by the Banking Commission since 2025. During its 151st session held on December 16 and 17, 2025, the authority had already imposed 751 million CFA francs in fines on three banks located in Côte d’Ivoire, Niger, and Togo for similar breaches.

With the 152nd session, the total pecuniary fines amount to 900 million CFA francs in a single session, in addition to two approval withdrawals.

As a reminder, the decisions of the Supervisory Board, published for an indefinite period on the BCEAO and Banking Commission websites, are enforceable. They can only be appealed before the UMOA Council of Ministers, under the conditions set out in the Annex to the Convention governing the Banking Commission.

The Banking Commission of the West African Monetary Union (UMOA) has made public the disciplinary and pecuniary sanctions imposed during its 152nd session, held on March 17 and 18, 2026 in Abidjan, Côte d’Ivoire.
