This was an opportunity to discuss the bank&#8217;s ambitions following its transformation, the challenge of housing finance in Africa, and the specific role of Morocco, &#8220;a continental reference in housing policy and social housing finance.&#8221;<\/p>\n<p>What are your impressions after these three-day assemblies?<\/p>\n<p>Listen, these were three very enriching days because we were in a country, Morocco, which has great experience in this field. There were visits to modern and affordable housing projects for the population. It is both an economic progress, a social progress, and a progress in well-being. It is certainly one of the countries that allows for the most exchanges on good African practices. And there are more and more good African practices. We also benefited from the presence of experts on these subjects, as well as presentations on public policies. When ShelterAfrique was created as a social housing support institution, Africa had about 500 million inhabitants. Today, we are close to 1.5 billion. For all African countries, this is an extremely important issue. The demand is very high. It is estimated that there is probably a shortage of nearly 70 million decent housing units on the continent. Some countries have managed to eradicate slums. Others have not yet achieved this. In some cases, the phenomenon is even progressing due to a very dynamic demography and limited resources dedicated to social policies. An institution like Shelter Africa can now announce that with the support of its 44 member countries and its two major shareholder financial institutions, the African Development Bank and Afreximbank, we are doubling our capital. Thanks to this, we can access the financial markets more. In concrete terms, within a year, we will increase our resources by nearly $300 million. This represents practically a doubling of our equity and a tripling of our balance sheet. It is a major transformation. Today, we can support states up to $100 million per year. Tomorrow, thanks to our access to the financial markets program, notably through the Nairobi Stock Exchange, the Abidjan Regional Stock Exchange, and other African financial markets, we will be able to mobilize more resources in local currency.<\/p>\n<p>This is essential because it avoids the exchange rate risks linked to the dollar or the euro and finances projects in Kenyan shillings, Tanzanian shillings, CFA francs, naira, or other African currencies. With more equity, we can mobilize more savings and make more resources available to states. There was also a strong representation of the private sector during these discussions, as housing finance also requires hybrid resources. Morocco is particularly interesting in this regard. The country has many real estate developers very active in the national market but also in several African countries, especially in West Africa and Central Africa. There is real expertise here. It is not only the public actors. Of course, they remain dominant because housing is also a social issue. But it is possible to build affordable, quality, and financially viable housing. For this, Shelter Africa, which is currently increasing its capacities with the support of its shareholders, will have to multiply its resources by five or ten if we want to act on a continental scale. And we are only one element of a much larger whole. There is the African Development Bank, local and regional banks, BOAD, TDB, and many other institutions.<\/p>\n<p>At the continental level, public development institutions must work together and reach a critical size.<\/p>\n<p>What is the role of a country like Morocco in this dynamic today?<\/p>\n<p>Morocco has a unique experience. It is currently the country that finances the most housing across the entire African continent in terms of financial mobilization. Moroccan banks, whether public or private, are the most active in financing housing in all its forms. There are very visible projects in Marrakech, aimed at a wealthy international clientele, but there is also one of the few completely successful experiences of slum eradication.<\/p>\n<p>Morocco thus covers the entire spectrum, from high-end housing to social housing. This reflects a society that has managed to build a more inclusive model. In much of sub-Saharan Africa, it remains very difficult for a citizen to obtain housing credit from a bank, especially when they have low incomes or work in the informal sector. When you are not part of the most favored categories, access to housing remains complicated. That is why we are closely watching successful experiences in Morocco, as well as those in South Africa or Egypt. These countries demonstrate that it is possible to build systems where banks actually finance housing, including social housing, through lease-purchase mechanisms or financing over twenty to thirty years compatible with household incomes.<\/p>\n<p>We noticed that Anglophones are very present within the institution. How do you avoid a duality between Francophones and Anglophones as is sometimes observed in other African institutions?<\/p>\n<p>I believe that this perception must be put into perspective. If you look at the main African economies in terms of gross domestic product, Nigeria is at the top, followed notably by South Africa and Egypt. None of these countries are Francophone. These countries alone represent several hundred million inhabitants. Nigeria has over 220 million inhabitants. Egypt has over 110 million, as does Ethiopia.<\/p>\n<p>For comparison, my country, Benin, has about 15 million inhabitants. It is therefore necessary to avoid reducing the debate to an opposition between Francophones and Anglophones. The reality is that the majority of the African population lives in countries where English is widely used as a working language.<\/p>\n<p>But Africa is diverse. There is an Anglophone space, a Francophone space, an Arabophone space, and a Lusophone space. We all work together. For us, what matters above all are the needs of the populations and the economic dynamics. Moreover, the true linguistic wealth of Africa is not limited to languages inherited from colonization. What is important is the progress of Swahili, Yoruba, Lingala, Wolof, and many other African languages. To me, it is more relevant to question the rise of major African languages than to wonder if institutions favor Anglophones or Francophones.
