At its annual meetings on June 9 and 10, 2026, Shelter Afrique Development Bank (ShafDB) in Rabat unveiled much more than a new institutional identity. The organization, established in 1981 to address the housing financing deficit in Africa, is undergoing a fundamental transformation that could permanently alter the urban financing landscape on the continent. By officially becoming a multilateral development bank, the institution is expanding its mandate, strengthening its resource mobilization capabilities, and positioning itself as a player in African urban development.<\/p>\n

This transformation is significant. For over four decades, Shelter Afrique primarily operated as a financier of real estate projects. However, the acceleration of urbanization in Africa, the increasing infrastructure needs, and the requirements of climate transition have rendered this model inadequate. Housing can no longer be treated in isolation; it must be integrated with transportation networks, energy, public facilities, water access, and land planning.<\/p>\n

This systemic vision underlies the transformation initiated since 2023. “We decided to become a multilateral actor by transforming into a development bank in order to raise more resources,” explains Thierno-Habib Hann, Managing Director of ShafDB. The ambition is clear: to access new financial markets, attract institutional investors, and significantly increase the institution’s intervention capacity.<\/p>\n

This evolution includes opening up the capital to new international shareholders. Historically owned by African states and regional institutions, the bank is now seeking partners capable of providing long-term resources and enhancing its visibility in international markets. Several development institutions and strategic investors are already closely monitoring the situation. According to sources close to the discussions, the Japanese cooperation agency JICA is among the organizations exploring opportunities for equity participation.<\/p>\n

For Lionel Zinsou, Chairman of the Board, the challenge is also to develop resource mobilization capacities in local currencies. In a context where urban financing needs amount to hundreds of billions of dollars, African capital markets emerge as an essential source of long-term financing. “The main challenge is to move towards stock markets to raise funds in local currency,” he emphasizes.<\/p>\n

The new strategy is already materializing on the ground. The signing of a memorandum between the Social Housing Fund of Senegal and the ADHI group for the construction of 1,000 pilot housing units representing an investment of 39 billion CFA francs is one of the first examples of this integrated approach. The goal is no longer just to finance housing but to test urban models that combine accessibility, environmental sustainability, and economic viability.<\/p>\n

This strengthening comes at a time when the continent is facing unprecedented demographic and urban pressure. Africa will have nearly a billion additional urban residents by the middle of the century. The housing deficit already amounts to tens of millions of units, while urban infrastructure needs are skyrocketing. In this context, institutions capable of structuring bankable projects and attracting private capital become essential links in development.<\/p>\n

However, institutional transformation alone will not suffice. The fragmentation of urban policies, the weakness of project engineering, and the coordination difficulties between public and private actors continue to hinder the emergence of large-scale programs. The credibility of the new ShafDB will therefore be measured by its ability to translate this strategic ambition into concrete achievements.<\/p>\n

At a time when African development banks seek to increase their impact and mobilize more private capital, Shelter Afrique Development Bank appears as a natural laboratory for a new generation of African financial institutions: more open, diversified, and focused on structuring development ecosystems rather than simply financing sectoral projects.<\/p>\n

\nShafDB: a 20% increase in profitability and increased ambitions in capital markets<\/p>\n

The Shelter Afrique Development Bank (ShafDB) closed the 2025 fiscal year with a total profit of $2.14 million, a 20% increase from the $1.79 million recorded in 2024. This performance is based on the strong growth of credit activity, more efficient cash management, and revenue diversification.<\/p>\n

Loan disbursements surged by 162% to reach $63 million, while the net loan portfolio grew by 29%, from $134.8 million to $174.1 million. The total balance sheet now stands at $235 million, a 12% increase, with equity reaching $176.1 million.<\/p>\n

The year 2025 also saw the acquisition of a concessional line of $120 million from BADEA and the mobilization of an additional $50 million from Afreximbank. These resources are intended to support the expansion of housing and urban infrastructure financing activities.<\/p>\n

In capital markets, ShafDB is preparing a sustainable bond program of 60 billion CFA francs in West Africa and a $500 million program in East Africa. The goal is to strengthen financing in local currencies and reduce exchange rate risks for borrowers.<\/p>\n

For Lionel Zinsou, these results reflect “the successful implementation of the transformation program” of the institution. For Thierno-Habib Hann, they mainly demonstrate that ShafDB now has the necessary foundations to become the leading African financial institution specializing in housing and urban development.<\/p>\n
