The second ordinary session of the Monetary Policy Committee (MPC) of the year 2026 opened this Wednesday, June 10 in Dakar, at the headquarters of the Central Bank of West African States (BCEAO). The Committee members are gathered to examine the report on monetary policy in the West African Monetary Union (WAMU), a document that analyzes the recent evolution of the international and regional economic environment, evaluates short and medium-term prospects, and identifies the main risks that could affect the economic activity of the Union.<\/p>\n

Presiding over the proceedings, Jean-Claude Kassi Brou, Governor of the BCEAO, provided an overview of the international situation, marked by the repercussions of the conflict in the Middle East on the global economy.<\/p>\n

“More than three months after its outbreak, this crisis is already exerting significant pressure on energy prices and disrupting global supply chains, notably due to the closure of the Strait of Hormuz,” he said.<\/p>\n

According to the latest projections from the International Monetary Fund (IMF), published in April 2026, global growth is expected to slow to 3.1% in 2026, down from 3.4% in 2025. At the same time, global inflation is now expected to reach 4.4%, a level higher than the initial forecasts of 4.1%.<\/p>\n

Within the Union, the first effects of the crisis are starting to be felt, particularly through the increases in fuel prices observed between March and May 2026 in several member states. However, these inflationary pressures remain limited for now thanks to the good performance of the agricultural campaign.<\/p>\n

The inflation rate thus stood at -0.2% in the first quarter of 2026, after -0.8% in the previous quarter. However, the BCEAO estimates that the upward trend in prices could continue in the coming months due to the repercussions of the conflict in the Middle East.<\/p>\n

A growth that demonstrates the resilience of the Union<\/p>\n

The economic activity of the Union remains dynamic despite a slight slowdown. Real GDP growth stood at 6.1% in the first quarter of 2026, down from 6.5% in the previous quarter, illustrating the resilience of the economies of the UEMOA area in the face of a less favorable international environment.<\/p>\n

On the budgetary front, data provided by member states show continued efforts to consolidate public finances. The overall budget deficit narrowed to 4.1% of GDP in the first quarter of 2026, down from 4.3% a year earlier.<\/p>\n

However, budgetary prospects for the rest of the year could be affected by measures implemented by governments to mitigate the economic consequences of the crisis in the Middle East.<\/p>\n

Improving external accounts<\/p>\n

The external situation of the Union continues to improve, supported in particular by the growth in hydrocarbon and gold exports as well as by the significant mobilization of external resources by member states.<\/p>\n

However, for the entire year 2026, external accounts could still be impacted by a deterioration in the terms of trade linked to current geopolitical tensions.<\/p>\n

In the money market, financing conditions eased in the first quarter of 2026, thanks to improved bank liquidity and the recent reduction in key interest rates decided by the BCEAO.<\/p>\n

The one-week interest rate on the interbank market thus fell to 4.26%.<\/p>\n

During this session, the members of the Monetary Policy Committee will also examine the report on the repatriation of export revenues as of the end of March 2026, the situation of the Union’s banking system at the same date, as well as the synthesis of reports from the national credit councils of member states for the year 2025.<\/p>\n
