Maximization of short-term revenues, liberation from structural constraints, strategic affirmation, and global repositioning converge in the same decision.<\/p>\n<p>But beyond the Emirati case, it is the very architecture of the oil market that is faltering. OPEC was based on a simple assumption: the coordination of producers stabilizes prices.
