In a tense international context on energy markets and facing the imperatives of ecological transition, the country is accelerating the implementation of its structural reforms with the support of its European partners.

Carried out jointly by the Mauritanian authorities and the European Union, this initiative aims at a clear objective: to ensure universal access to reliable, sustainable, and financially accessible electricity by 2030. It is part of the continuity of reforms initiated in recent years, including the adoption of the Electricity Code, which opens the sector to competition and increased participation of private investors.

During the opening ceremony, the European Union Ambassador to Mauritania emphasized the importance of this new phase, focused on the effective implementation of the regulatory framework. It is now a matter of structuring the market, strengthening institutional capacities, and consolidating regulatory mechanisms, while supporting the development of new energy sectors, notably green hydrogen, considered as a strategic lever for the country.

The Minister of Energy and Petroleum, Mohamed Ould Khaled, emphasized the coherence of this approach with the vision carried out at the highest level of the State. Under the impetus of President Mohamed Ould Cheikh El Ghazouani, Mauritania has embarked on a profound reform aiming to make the energy sector a pillar of its economic and industrial development.

The first results of this transformation are starting to materialize. The country has already signed its first electricity production project under the Independent Power Producer (IPP) mode, a strong signal sent to investors. At the same time, the adoption of a Green Hydrogen Code – a first in Africa – positions Mauritania as a future reference player in this emerging industry. To date, seven framework agreements have been concluded, while two structuring projects, AMAN and NOUR, are in an advanced phase of finalization.

Beyond energy production, the Mauritanian ambition is part of a broader logic of sustainable industrialization. Initiatives carried out within the framework of Team Europe, including studies on road and port infrastructure, aim to create a coherent ecosystem around renewable energies.

The technical assistance entrusted to the consortium GFA Consulting Group and IRC Consult is precisely intended to operationalize this vision. It will support the main institutions of the sector – ministry, SOMELEC, regulatory authority – in improving the performance of the electrical system and appropriating the reforms.

This workshop thus appears as a pivotal moment: the transition from texts to actions. By consolidating its institutional fundamentals and structuring its energy market, Mauritania seeks to attract massive investments and position itself sustainably on the African energy map.

Behind the issue of access to electricity lies a broader ambition: to make energy a driver of growth, resilience, and economic sovereignty in an increasingly unstable world.

Nouakchott hosted, on Tuesday, March 24, 2026, the launch workshop of the project “technical assistance for the program of affordable access to clean and renewable energy”, marking a new step in the transformation of the Mauritanian energy sector.
