Unlike conventional power projects, this operation <strong data-start=\"697\" data-end=\"732\">excludes electricity generation<\/strong> and focuses exclusively on <strong data-start=\"760\" data-end=\"793\">transmission and distribution<\/strong>, addressing one of the most critical bottlenecks in Mali\u2019s power sector.<\/p>\n<p data-start=\"868\" data-end=\"1319\">Under Islamic finance rules, the IsDB does not provide interest-bearing loans. Instead, the financing is <strong data-start=\"973\" data-end=\"1010\">asset-backed and project-specific<\/strong>, relying on Sharia-compliant instruments such as <em data-start=\"1060\" data-end=\"1071\">Istisna\u2019a<\/em> (construction financing) and <em data-start=\"1101\" data-end=\"1108\">Ijara<\/em> (leasing of completed assets). This structure ties disbursements directly to the delivery of physical infrastructure, limiting fiscal slippage while ensuring that funds are used strictly for the grid expansion.<\/p>\n<p data-start=\"1321\" data-end=\"1783\">The strategic objective of the project is to enable Bamako to <strong data-start=\"1383\" data-end=\"1443\">better absorb electricity from regional interconnections<\/strong>, particularly those linked to the <strong data-start=\"1478\" data-end=\"1501\">Senegal River Basin<\/strong>, where hydropower facilities supply energy across several West African countries. While Mali is theoretically well positioned within regional power pools, weak and saturated transmission infrastructure has long prevented the capital from fully benefiting from imported electricity.<\/p>\n<p data-start=\"1785\" data-end=\"2210\">The agreement was officially approved by Mali\u2019s Council of Ministers on <strong data-start=\"1857\" data-end=\"1878\">December 31, 2025<\/strong>, just one month after the approval of an additional <strong data-start=\"1931\" data-end=\"1952\">USD 68.26 million<\/strong> financing package by the <strong data-start=\"1978\" data-end=\"2026\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">African Development Bank<\/span><\/span> (AfDB)<\/strong>. Combined, these commitments form part of a project whose total cost is estimated at <strong data-start=\"2112\" data-end=\"2131\">USD 190 million<\/strong>, underscoring the scale of investment required to modernize Mali\u2019s aging grid.<\/p>\n<p data-start=\"2212\" data-end=\"2567\">Project implementation and supervision will be handled by the state-owned utility <strong data-start=\"2294\" data-end=\"2344\"><span class=\"hover:entity-accent entity-underline inline cursor-pointer align-baseline\"><span class=\"whitespace-normal\">Energie du Mali<\/span><\/span> (EDM-SA)<\/strong>. The works include the construction of new 225 kV transmission lines, the expansion of existing substations, and the development of new strategic substations around Bamako to improve redundancy and reduce technical losses.<\/p>\n<p data-start=\"2569\" data-end=\"2967\">Mali\u2019s electricity crisis is often framed as a lack of generation capacity, but the reality is more structural. Frequent power outages in Bamako stem not only from limited supply but also from <strong data-start=\"2762\" data-end=\"2858\">grid weakness, poor evacuation capacity, and high dependence on climate-sensitive hydropower<\/strong>. Even when electricity is available at the regional level, the capital has struggled to receive it reliably.<\/p>\n<p data-start=\"2969\" data-end=\"3378\">By prioritizing transmission rather than generation, the 225 kV Northern Loop aims to <strong data-start=\"3055\" data-end=\"3092\">unlock existing regional capacity<\/strong>, stabilize supply, and reduce load shedding in the short to medium term.
