The technical solution preserves the asset reserve status of the SDRs and would unlock hundreds of billions for Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The African Development Bank and the Inter-American Development Bank have been leading calls for the reallocation of the SDRs through multilateral development banks like themselves, to help rebuild livelihoods due to the impact of climate change and other global challenges.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking at the pre-summit forum\u2019s opening on Thursday, United Nations Secretary-General Ant\u00f3nio Guterres said: \u201cThe African Development Bank has launched an initiative to channel SDRs to multilateral development banks, which would increase their impact five-fold\u2014this initiative should be a source of inspiration.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">French President Emmanuel Macron&nbsp;convened the&nbsp;summit to find a roadmap for easing the debt burdens of low-income countries while freeing up more funds for climate financing.&nbsp;Delegates include&nbsp;several heads of state, heads of international financial institutions, including multilateral development banks, intergovernmental institutions, philanthropists, and global private sector business leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The UN chief said world leaders could implement a mechanism allowing SDRs to be issued automatically when a crisis occurs and distributed according to need. Guterres said: \u201cThey can put a price on carbon. They can end fossil fuel subsidies and reallocate this funding towards more sustainable and productive use.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Macron suggested four pillars that should underpin the new global financial pact, stressing that it must have the support of the people most affected by climate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The French President said: \u201cFirst, no country should have to choose between fighting poverty and protecting the planet. Second, each country must follow its own path because there is no single model. Third, we need to take on a public funding shock. And fourth, we need more from the private sector to mobilize a lot of money.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">United States Treasury Secretary Janet Yellen underscored the importance of regional development banks in addressing development finance challenges and reducing vulnerabilities in developing countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWe are seeing important innovations begin to take shape across the African Development Bank, the Asian Development Bank, the Islamic Development Bank, and others,\u201d Yellen said and called for continued partnership between the World Bank and these regional development banks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yellen called for reforms at the World Bank. \u201cWe must continue to pursue ambition on reforms at the World Bank,\u201d she said. \u201cThe World Bank should develop a framework on principle concessional resources so that financing to address global challenges is deployed to where it has the highest impact,\u201d she emphasized. She also recommended to \u201coffer borrowers the option to add climate resilient debt clauses to their loan agreements so they have a greater buffer if climate related events strike.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">World Bank President Ajay Banga, who assumed office earlier this month, acknowledged the crucial role of regional development banks and pledged a closer partnership with the African Development Bank.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Banga said: \u201cMy first visit as a nominee was to C\u00f4te d\u2019Ivoire to meet with Akin [Akinwumi Adesina]. So, I think in many ways we have to work in partnership.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking during a panel discussion titled&nbsp;<em>\u201cDebt and SDR-channeling: where do we stand and how to go further?\u201d<\/em>&nbsp;Adesina said multilateral development banks could leverage an allocation of $200 billion [as an example] and turn that amount into a trillion dollars.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe MDBs are leveraging machines,\u201d Adesina said. He added: \u201cThey can leverage the SDRs by three to four times. So that leverage is very important to have.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With 21 African countries in or at high risk of debt distress, Adesina said the&nbsp;<em>G-20 Common Framework for Debt Treatment&nbsp;<\/em>was vital. He said there was no time to waste. \u201cSo, we do have to make it work faster, work at scale \u2026 very, very important,\u201d he stressed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the panel discussion, the IMF Managing Director Kristalina Georgieva, announced that the Fund had reached its target of making $100 billion in special drawing rights available for vulnerable countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">President Mohamed Bazoum of Niger\u2014one of the African countries that have been hard hit by crises, including drought and flooding\u2014called for the Paris meeting to be more than just another meeting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis meeting must make it possible to build an ingenious toolbox in which funding will have to be better shared,\u201d Bazoum said, adding: \u201cIt must include the monetisation of carbon quotas and special drawing rights.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Bazoum said he expects the new pact to make concrete and operational the aid promised by the Paris Agreement ($100&nbsp;billion per year) and the commitments by countries signatory to the&nbsp;<a href=\"https:\/\/u7061146.ct.sendgrid.net\/ls\/click?upn=4tNED-2FM8iDZJQyQ53jATUVMN5P4rVIKijlGChpUV46YRLABkhk-2FDHCfZ6xjzCQ2nGhD-2Bf1qHm7BJC6KUE3R3PK4WYzq9M3vTGqZLgwxtm8nFxt3yDHabfxneIl-2B7H3kEwtFYLuucmUzVNY8AZWPFx3C7DWPbFf47GF24j9MbOrKM4gw1bIuu22aPuKewQOTcC6uUNz6I-2BBhvue8-2Fw7NehCe0ehbHxNRuOCpzYydpYRW2W9bus76iUr2DQyT2h4LscN846C4387Dt3OIjNiS92GHiJFKreXcVVQHDvs4aW0c-3DkWXL_mCB74QDLKF2u6mkLbcblxh59BDGeAnRZJJK9iLUX2QoIPBDinFoQ8DeyNuoFg96sv0OSg6WYNzBwWgStIeAiQkmz-2FC2E5I9sBXX48Fkq11OrjvCmBoMLrTuOmlkD3Uhe-2FtgfESpVjFzwt5vDMJLCQ-2BpKpfajAt8mYN8C-2BrwHGpeNW1CyA8o4ziiCqqpx0paxl0-2B232S9KzXWd77j8ZCsFUmbOqBmZ07-2FeBjwgMNakBNvzChjntAuLSw0Aa32bwhfYALN0KBwA2p0A30UOeYccde7YC2mqp5SD5CvvZx4d9XBxVnWrcIE5pNwACtCxhwviAjpyEZWt7WoOPzOlaEVUiOmX0Ud-2BVFEI16Iw3QX3tY-3D\" target=\"_blank\" rel=\"noreferrer noopener\">Glasgow Climate Pact<\/a>&nbsp;to revise and strengthen their 2030 targets to bring them in line with the temperature target of the Paris Agreement. Many expressed the commitment to join the&nbsp;$10-billion initiative, which is working with African countries and the private sector to speedily develop green and climate-resilient projects at scale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Philanthropist&nbsp;Mark Gallogly, co-founder of the Three Cairns Group, announced a $5-million grant for AGIA. Philippe Valahu, CEO of the UK\u2019s Private Infrastructure Development Group, Emmanuel Moulin, director-general at the French Treasury, Sidi Tah, head of the Arab Bank for Economic Development in Africa, and Serge Ekue, president of the West African Development Bank, said they will join the Alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In remarks during the presidential dialogue, Kenyan President William Ruto expressed Africa\u2019s commitment to working together with industrialised nations to find practical solutions to develop faster and greener.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ruto stressed: \u201cWe want to be at the table where we are all looking for solutions. That is why we are in this conference. We have not come here to complain to anybody. We&#8217;ve come here because we want to look for a solution.
