The Southern African Development Community (Sadc) will appoint in August 2021, at the next summit of Heads of State and Government, a new Executive Secretary to replace Stergomena Lawrence Tax whose term expired in August 2020. Indeed, according to the principle of rotation in force in the organization, the DRC is the only statutory member still having its quota intact to submit a candidacy for this position. It is in this context that the Government of the DRC made public on January 21, 2021 through the intermediary of Mrs. Marie Tumba Nzeza, outgoing Minister of Foreign Affairs, the decision to present the candidacy of Dr. Faustin Luanga Mukela for the post of Executive Secretary of this Regional Economic Community.<\/p>\n

Who is Faustin Luanga Mukela?<\/strong><\/p>\n

Faustin Luanga Mukela est \u00e9conomiste de profession et titulaire d’un doctorat. <\/span>en \u00e9conomie de l’Universit\u00e9 de Nagoya au Japon, obtenu en 1994. Il est \u00e9galement titulaire d’un Master en relations internationales, \u00e9conomie et finance de l’Universit\u00e9 internationale du Japon obtenu en 1991. Faustin Luanga Mukela est impliqu\u00e9 dans les questions de d\u00e9veloppement depuis plus de 25 ans et est un haut fonctionnaire de l’Organisation mondiale du commerce (OMC), qu’il a rejoint en 1996. Entre 2001 et 2003, <\/span><\/span>
\nconseiller principal du pr\u00e9sident Joseph Kabila sur toutes les questions \u00e9conomiques et de d\u00e9veloppement <\/span><\/span>
\n, puis en tant qu’administrateur, avec rang minist\u00e9riel, de la Programme de \u00abd\u00e9sarmement, d\u00e9mobilisation et r\u00e9int\u00e9gration. D DR\u00bb, entre 2004-2006 suite aux accords de paix de San City.<\/span><\/span><\/p>\n

\u00c0 son honneur, il a \u00e9t\u00e9 \u00e0 la base de l’\u00e9laboration et de l’ex\u00e9cution de plusieurs programmes de d\u00e9veloppement pour les pays africains au sein d’organismes internationaux. <\/span>D’o\u00f9 ses liens \u00e9troits avec l’OMC et d’autres institutions telles que la Banque mondiale, la FAO, l’OMS et l’OIT. <\/span>Faustin Luanga Mukela est, entre autres, chercheur et professeur d’\u00e9conomie, de finance et d’\u00e9conom\u00e9trie \u00e0 l’Universit\u00e9 de Nagoya au Japon et \u00e0 l’Universit\u00e9 internationale de Gen\u00e8ve en Suisse. <\/span>Lors de la fusion du Plan Omega du Pr\u00e9sident Wade et du Plan du Mill\u00e9naire pour l’Afrique (Carte) du groupe des Pr\u00e9sidents Mbeki, Obasanjo, Moubarak et Bouteflika, qui a donn\u00e9 naissance au NEPAD, le Dr Faustin Luanga Mukela, en tant qu’expert, a trait\u00e9 pendant plusieurs ann\u00e9es aux enjeux de d\u00e9veloppement financier et \u00e9conomique des diff\u00e9rents pays qui ont contribu\u00e9 \u00e0 la mise en place de ce cadre.<\/span><\/span><\/p>\n

Les qualit\u00e9s du candidat de F\u00e9lix Tshis\u00e9kedi<\/span><\/span><\/strong><\/p>\n

Le candidat de la RDC, au poste de Secr\u00e9taire Ex\u00e9cutif de la Sadc, poss\u00e8de une vaste exp\u00e9rience dans la gestion des grandes institutions et une bonne ma\u00eetrise des grands d\u00e9fis auxquels sont confront\u00e9s les pays membres de l’Union Africaine, dans leur environnement global et sp\u00e9cifique, notamment en du d\u00e9veloppement \u00e9conomique, social et environnemental en lien avec l’agenda 2063 de l’Union africaine. <\/span>Les communaut\u00e9s \u00e9conomiques r\u00e9gionales, comme la Sadc, visent \u00e0 faciliter l’int\u00e9gration \u00e9conomique r\u00e9gionale entre les membres de chaque r\u00e9gion et au sein de la Communaut\u00e9 \u00e9conomique africaine (Cea) plus large, cr\u00e9\u00e9e en vertu du Trait\u00e9 d’Abuja en 1991. Ce trait\u00e9, entr\u00e9 en vigueur en 1994, vise \u00e0 terme cr\u00e9er un march\u00e9 commun africain en utilisant les communaut\u00e9s r\u00e9gionales comme \u00e9l\u00e9ments constitutifs.<\/span><\/span><\/p>\n

L’\u00e9conomiste Faustin Luanga Mukela, qui affirme son alignement avec cette vision, articule son programme de campagne autour de cinq piliers ancr\u00e9s dans la vision 2050 de Sadc et dans le Plan strat\u00e9gique indicatif de d\u00e9veloppement r\u00e9gional (Risdp) 2020-2030. <\/span>Au-del\u00e0 de ces trois piliers, qui sont \u00e9tay\u00e9s par des objectifs sp\u00e9cifiques, il y a des consid\u00e9rations transversales de \u00abvivre ensemble en tant que communaut\u00e9\u00bb telles que les questions de genre, l’autonomisation des jeunes et le changement climatique; <\/span>le r\u00f4le et la participation du secteur priv\u00e9. <\/span>L’appropriation du processus d’int\u00e9gration par les citoyens dans ce que le candidat congolais appelle \u00abune Sadc du peuple\u00bb, et celle des op\u00e9rateurs \u00e9conomiques, se fera, selon le Dr Faustin Luanga Mukela, \u00e0 travers des m\u00e9canismes de dialogue innovants,<\/span><\/span><\/p>\n

Les r\u00e9formes administratives et institutionnelles pour un secr\u00e9taire dynamique, capable de mettre en \u0153uvre des programmes et aussi de mobiliser des ressources pour le d\u00e9veloppement de la r\u00e9gion, avec une gestion orient\u00e9e vers l’action et les r\u00e9sultats, sont, entre autres points cardinaux contenus dans le programme du candidat du Rdc. <\/span>Au vu de tout ce qui pr\u00e9c\u00e8de, \u00e9tant les deux seuls \u00c9tats membres de la Sadc \u00e0 avoir demand\u00e9 la nomination de son prochain secr\u00e9taire ex\u00e9cutif, la RDC et le Botswana se pr\u00e9parent \u00e0 une bataille acharn\u00e9e pour remporter le mandat de quatre ans.<\/span><\/span><\/p>\n

Le candidat du Rdc soutenu par son pr\u00e9sident, F\u00e9lix Tshis\u00e9k\u00e9di, qui assure la pr\u00e9sidence tournante de l’Union africaine, concourra pour le poste avec \u00c9lias Magosi, candidat pr\u00e9sent\u00e9 par le Botswana. <\/span>Il est \u00e0 noter que Gaborone est le si\u00e8ge de la Sadc et que le pays assume actuellement la pr\u00e9sidence tournante de l’institution sous-r\u00e9gionale. <\/span>En attendant le sommet d’ao\u00fbt, les n\u00e9gociations pour le poste se poursuivent, en vue de trouver un compromis convenable, comme il est d’usage dans cette institution. <\/span>Sinon, les chefs d’\u00c9tat seront appel\u00e9s \u00e0 trancher entre les deux candidats. <\/span>Ce serait une premi\u00e8re dans l’histoire de Sadc.<\/span><\/span><\/p>\n
