He announced a volume of funding of about XOF3.3 trillion (\u20ac5.03 billion) for WAEMU countries as part of \u00a0Plan Djoliba 2021-2025.<\/strong><\/p>\n<p>This meeting with journalists from the African, European and international press was an opportunity for President Serge Ekue to go over his achievements in a few figures, to discuss development issues and challenges facing member countries and the Bank&#8217;s commitments over the next five years.<\/p>\n<p><strong><u>First 6 months: <\/u><\/strong><strong><u>XOF256.1 billion (\u20ac390 billion) invested in 24 projects<\/u><\/strong><\/p>\n<p>In six months, a significant number <strong>of projects and reforms for the institution has been launched<\/strong>, materialized by the <strong>implementation of the 2021-2025 strategic plan referred to as &#8220;Djoliba&#8221;. <\/strong><\/p>\n<p>From September 2020 to late March 2021, the Bank extended to the Union&#8217;s economies a total volume of <strong>funding involvingXOF256.1 billion (\u20ac\u00a0167.9 million) over 24 projects in sectors such as <\/strong>finance and insurance (38.2%), transport, energy and sanitation infrastructure (35.8%), health and education (12.1%), industry (7.8%) and agriculture and rural development (6.1%).<\/p>\n<p>Over the period, the Bank distinguished itself by completing the first ever sustainable development bond issue in Africa. <strong>An ambitious operation reflecting the new dynamics of the institution and which made it possible to raise \u20ac750 million meant for funding projects with a strong social and environmental impact. <\/strong><\/p>\n<p><strong>During these six months, the Bank also played an active role alongside WAEMU member countries in response to the coronavirus pandemic<\/strong>. This strong commitment has materialized into the implementation of two programmes for a cumulative amount of XOF300 billion (\u20ac457 million) as part of various partnerships with BCEAO, the WAEMU Commission, and AFD, decided upon when the first impacts of the pandemic appeared in the first half of 2020. These funds made available and intended for supporting member governments\u2019 emergency plans, but also private companies, in particular, which are heavily affected by the pandemic.<\/p>\n<p><strong>At last, these 180 days have enabled the Bank to continue its reflection on the strengthening of its capital base <\/strong>with a view to preserving its investment grade rating and increasing its capacity to mobilize resources on the international financial market.<\/p>\n<p><strong><em>&#8220;We plan to double the Bank&#8217;s capital through the structuring of a capital increase operation in which member countries and BCEAO will remain the reference shareholders, but with the possible entry into the capital of strategic partners rated AA or higher,&#8221; <\/em><\/strong>said President Serge Ekue.<\/p>\n<p><strong><u>BOAD\u2019s priority: meeting the development challenges of WAEMU countries<\/u><\/strong><\/p>\n<p>With a population of nearly <strong>130.8 million <\/strong>and a <strong>per capita income of US$970<\/strong>, WAEMU countries fall into the category of &#8220;low human development countries&#8221;. The Bank&#8217;s priority challenges are therefore those relating to improved <strong>basic human needs, <\/strong>including access to drinking water and electricity, population growth, health, climate and environment, education, etc.<\/p>\n<p><strong>To meet these challenges, investments of nearly XOF19,000 billion (or \u20ac29 billion) will be needed each year to achieve the sustainable development goals (as defined by the UN) by 2030. <\/strong><\/p>\n<p>Consequently, the Bank therefore aims to <strong>intensify its support to its member countries <\/strong>through the provision of appropriate financing and financial advisory services.<\/p>\n<p><strong><u>The Plan Djoliba as framework for BOAD&#8217;s commitment over the next five years<\/u><\/strong><\/p>\n<p>Through its strategic plan Djoliba (2021\u2013 2025), the Bank&#8217;s interventions will mainly focus on the five priority sectors of <strong>agriculture and food security, renewable energy, basic infrastructure, health, education and social housing.<\/strong><\/p>\n<p><strong><em>&#8220;The Bank is therefore committed to granting a volume of funding of about XOF3.3 trillion (\u20ac5.03 billion), at least \u00bc of which will support private sector development; an increase of about 50% compared to the funding put in place during the previous plan,&#8221; said Serge Ekue.<\/em><\/strong><\/p>\n<p>This plan will have significant concrete impacts on:<\/p>\n<ul>\n<li><strong>Access to drinking water <\/strong>with the construction of the necessary infrastructure (boreholes, water towers and distribution channels) to increase the average production of drinking water by 87,700 m3\/day;<\/li>\n<li><strong>The agricultural sector, <\/strong>with the development of 12,170 hectares of land to allow the production of 170,300 tons of rice per year;<\/li>\n<li><strong>Road infrastructure <\/strong>with the construction of 12,700 km of roads to improve transport infrastructure and facilitate the movement of people and goods across the region;<\/li>\n<li><strong>Access to energy <\/strong>with a contribution in terms of additional capacity of 380 MW, with a minimum share of 39% allocated to renewable energy;<\/li>\n<li><strong>Climate and environment <\/strong>with funding to avoid 18 million tons of CO2;<\/li>\n<li><strong>The creation of 244,000<\/strong> <strong>jobs<\/strong>, including 16,700 in the economic fabric of MSMEs through LoCs granted to banks and inclusive finance institutions;<\/li>\n<li><strong>States\u2019 tax revenues <\/strong>by contributing XOF3,710 billion to countries\u2019 GDP<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> and XOF580 billion to tax revenues through the Bank&#8217;s financial commitments.<br \/>\n<hr \/>\n<\/li>\n<\/ul>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\"><\/a>\u00a0[1] This represents an estimated annual contribution of 0.8% to the WAEMU annual GDP.<\/p>\n<div class=\"pdfprnt-buttons pdfprnt-buttons-post pdfprnt-top-bottom-left\"><\/div>","protected":false},"excerpt":{"rendered":"<p>Mr. Serge Ekue, President of the West African Development Bank held today a virtual press conference to review his achievements after the first six months at the helm of the institution.
