The envelope should be used as a contribution to improving access to energy and economic growth.<\/p>\n<p>&#8220;This is a commitment we made at COP21 in Paris, which is to allow the countries of the South to develop and therefore industrialize, while being environmentally friendly. Only renewable energies can reconcile the two, &#8220;said Stefano Manservisi, Director General for International Cooperation and Development of the European Commission.
