He was led by his vice-president Pierre-Claver Maganga Moussavou, former &#8220;opponent&#8221;, following a decision of the Constitutional Court which has expressly reorganized Article 16 of the Constitution in its favor.<\/p>\n<p>The council also voted a second draft text on the creation of a National Committee on Public Debt (CNDP). &#8220;This draft text aims at the appropriation of the Community Regulation on the terms of reference of the public debt and public debt management policy in the CEMAC States.
