On the eve of its fortieth anniversary and on the occasion of its thirty-sixth annual session
in the midst of the most serious political, security, health, economic and financial
crisis, questions are increasingly being asked about the legitimacy of governance
the legitimacy of governance and the appropriateness of many policies. Climate change
climate change is ravaging entire regions, sending populations into great danger
